C. Tennessee Student Assistance Corporation Actions
The Tennessee Student Assistance Corporation has determined that the attached individuals have defaulted
on a state or federal educational loan or service-conditional scholarship. Therefore, the State Board of
Education must suspend their teaching license pursuant to TCA § 49-5-108(d)(2).
II. Report Items
A. Bethel University Petition for Declaratory Order and Request for Stay
Bethel University has filed a petition for declaratory order and a request for stay in response to the Board's
July 22, 2016, decision to deny approval of Bethel's Educator Preparation Program. The petition is being
presented to the Board for a roll-call vote on whether to have a hearing on the petition or deny the
petition.
III. Action Items (First Reading)
A. Approved High School Courses Policy 3.205
First reading of new and updated courses within the Health Science, Human Services, Information Technology,
and Marketing career clusters. The new and revised course standards are better aligned with postsecondary
pathways, incorporate added instructional rigor, and reflect the competitive employment demands of our
state. These changes will go into effect for the 2017-18 school year.
B. Non-Public School Approval Process Rule 0520-07-02
First reading of an item to update this rule to remove category VI from the list of non-public school categories,
remove references to private pre-k programs as they are approved by DHS, and to make other clarifying
changes.
C. Pupil Transportation Rule 0520-01-05
First reading of an item to update this policy by removing out of date content and aligning the policy to
legislation passed during the 2016 General Assembly.
D. High School Policy 2.103
First reading of item to provide additional clarity to previous revisions of the policy. Changes provide a phase-
in period for the ACT/SAT graduation requirement; add a 10th grade career interest inventory requirement;
and clarify requirements for the Move on When Ready Act.
E. Tennessee Learning Centered Leadership Policy 5.101
First reading of revisions to better align licensure for instructional leaders with the teacher licensure process. In
addition, the revisions put in place renewal requirements for individuals not serving in an instructional leader
capacity.
F. Educator Licensure Rule 0520-02-03
First reading of revisions to better align licensure for instructional leaders with the teacher licensure process. In
addition, the revisions put in place renewal requirements for individuals not serving in an instructional leader
capacity.
G. Educator Licensure Policy 5.502
First reading of revisions to better align licensure for instructional leaders with the teacher licensure process. In
addition, the revisions put in place renewal requirements for individuals not serving in an instructional leader
capacity.
H. Educator Preparation Policy 5.504
First reading of recommendations for new Literacy Standards for Educator Preparation providers. The new
standards will replace current reading standards for educator preparation providers. The new standards are
aligned with current expectations related to literacy instruction in Tennessee schools. In addition, the standards
expand requirements across almost all areas of endorsement.
I. School Attendance Policy 4.100
First reading to update the existing policy 4.100 Guidelines for Exemption from Compulsory Attendance Policy
to reflect statutory requirements for compulsory attendance, exemptions from compulsory attendance and
excused absences. The new name proposed for the revised policy is the School Attendance Policy.
J. Guidelines for Out of School Experiences 3.203
First reading to remove this policy which is outdated and now covered by the Work Based Learning Policy.
K. School Safety Policy 2.300
First reading of item to delete this policy which is outdated and superseded by the Schools Against Violence in
Education (SAVE) Act.
L. Model Drug Testing Policy 4.201
First reading of an item to update out of date provisions of this policy.
M. Earthquake Plan Policy 2.304
First reading of item to remove this policy which is outdated and incorporated in the State Board rule for
multi-hazard emergency operations plan.
N. Special Courses Policy 3.201
First reading of an item to update this policy to include process for special course renewal.
O. Leave for Teachers Rule 0520-01-02-.04
First reading of item to remove outdated reference to career ladder evaluator professional leave.

First reading of item to delete this rule which is now covered by state board rule 0520-05-01, Policies of
Tennessee State Textbook Commission.
R. Two-Way Communications Systems Policy 2.301
First reading of an item to remove this policy since schools no longer use Two-Way Communications Systems
as part of their emergency preparedness plans. This policy is no longer needed.

A. Professional Assessments Policy 5.105
Final reading of an update to correct an error related to the required cut score on the Professional Assessment
Policy.
B. Science Standards
Final reading of newly revised science standards. These standards if approved will be implemented in the 2018-
19 school year.
C. Fine Arts Standards
Final reading of newly revised fine arts standards. These standards if approved will be implemented in the
2018-19 school year.
D. Physical Activity Policy 4.206
Final reading of an item to align with the policy with the new requirements of Public Chapter 669 passed during
the 2016 Legislative Session.
E. Health Education and Lifetime Wellness Standards
Final reading of newly revised health education standards. These standards if approved will be implemented in
the 2018-19 school year.
F. State Approved Textbooks - Section B (Agriculture, Food and Natural Resources; STEM, Health Science; Transportation,
Distribution, and Logistics; Architecture and Construction)
Final reading of the preliminary adoption list for textbooks in CTE B: agriculture, food and natural resources;
STEM, health science; transportation, distribution, and logistics; architecture and construction.

G. School Counseling Model and Standards Policy 5.103
Final reading of revised school counseling model of practice and standards. The current school counseling
model and standards were last updated in 2005 and were in part based on the American School Counseling
Association (ASCA)’s national model. In that time, the national model and standards have been revised twice.
The revised Tennessee model and standards will provide guidance for districts in developing strong school
counseling programs.
H. Approved High School Courses Policy 3.205
Final reading for an elective course for ACT preparation. This new course is intended to standardize the rigor
and component of ACT preparation courses that are typically offered through special course approval.

I. Nursing Education Standards
Final reading to update Nursing Education Standard 15 to modify the assignment from a paper to a patient care
plan. Changing the assignment to a patient care plan allows for real world application of knowledge and
increases rigor. Students will be able to apply their knowledge of patient care and skills to a real patient they
are caring for. This models the work of the registered nurse in the patient care area.
J. Employment Standards, Rule 0520-01-02-.03
Final reading to revise employment standards for career and technical education supervisory positions. The
revision expands the requirements for meeting position qualifications to include completion of the career and
technical core competencies for professional development matrix. This change will allow for consistency among
all new career and technical education supervisors with meeting the employability standards. This change will
also allow for increased engagement in professional development aimed at meeting other federal requirements
for career and technical education.
K. Minimum Requirements for the Approval of Public Schools, Rule 0520-01-03
Final reading of an item to update this policy by removing out of date content and aligning the policy to
legislation passed during the 2016 General Assembly.
L. Uniform Grading Policy 3.301
Final reading of an item to update this policy to align with Public Chapter 957 which sets requirements for
locally adopted grading systems.
M. Curriculum Frameworks Policy 3.20
Final reading of an item to remove this policy since the State Board has adopted the Standards Review Policy
which more accurately details the State Board’s role of adopting academic standards. This policy is no longer
needed.
N. Performance Model Policy 2.10
Final reading of an item to remove this policy since the State Board now adopts annual performance goals and
objectives for achievement and achievement gap closure, this policy is no longer needed.
O. Reading Policy 3.104
Final reading of an item to remove this policy. The Department of Education has initiated the Read to be Ready
reading and literacy campaign. This policy is no longer needed.
P. Creation or Reactivation of City School Systems, Rule 0520-01-08
Final reading of item to update this rule to align with current law and practice.
Q. Non-Public Schools Administrative Rules, Rule 0520-07-01
Final reading of an item to remove a reference to Category VII schools as Tennessee no longer has Category VII
schools.
R. Standards for School Administered Child Care Programs, Rule 0520-12-01
Final reading of change to comply with federal/state laws and more recent State Board rules.

S. Educator Licensure Rule 0520-02-03-.09
First reading of rule changes for Board disciplinary action for particular types of infractions.
T. Emergency Individualized Education Account (IEA) Rules 0520-01-11
Final reading of emergency IEA Rules. Emergency rules are the identical to the IEA rules the State Board
approved on final reading at the May 2016 meeting. The permanent rules will not be effective until December 1,
2016 so emergency rules need to be in place so applications can be processed with enough time before Jan 1,
2017.
U. Standards Setting for End-of-Course Assessments
Final reading of student performance levels for Algebra I, Algebra II, Geometry, Integrated Math I, Integrated
Math II, Integrated Math III, U.S. History, English I, English II and English III end of course exams.
V. Teacher and Principal Evaluation Policy 5.201
Final reading of policy to include Achievement Measure Worksheet for 2016-17. The updated worksheet
includes industry-based certifications aligned with Tennessee’s Career and Technical Education (CTE) Programs
of Study.
W. Basic Education Program (BEP) Review Committee Appointments
Final reading of the appointment of individuals to serve on the 2016-17 BEP Review Committee.
