Tennessee Investment in Student Achievement (TISA)

In 2022, Tennessee created a new student-based state funding formula, or the Tennessee Investment in Student Achievement (TISA). As outlined in T. C. A. § 49-3-101-115, the State Board (SBE) contributes to the formula’s implementation and monitoring process by:

  • Establishing and coordinating the TISA Review Committee to review funding and allocations, identify potential revisions, and publish an annual report
  • Holding TISA accountability hearings for districts based on their state report card letter grade to discuss student outcomes, spending decisions, and potential next steps.
  • Serving on the Outcomes Funding Committee and Progress Review Board.
  • Voting on the state teacher minimum salary schedule when any TISA funding is directed towards existing teacher salary increases.
  • Voting on the fiscal capacity calculation to determine how much a county can financially contribute.

TISA Review Committee

The TISA Review Committee was established in 2026. The committee meets at least four times per year and regularly reviews the TISA base funding, weighted allocations, direct allocations, and outcome incentive dollars, as well as identifies any needed revisions, additions, or deletions to the TISA. The committee prepares an annual report that must include recommendations on needed revisions, additions, and deletions to the TISA, as well as an analysis of instructional salary disparity among LEAs, including an analysis of disparity in benefits and other compensation among LEAs. This annual report is then submitted, on or before November 1 of each year, to the governor, the state board of education, the finance, ways and means committees of the senate and the house of representatives, the education committee of the senate, and the education administration committee of the house of representatives.

ARCHIVE: The Basic Education Program (BEP)

The Basic Education Program (BEP) was the funding formula through which state education dollars were generated and distributed to Tennessee schools. The Board annually reviewed and approved school system allocations generated through the BEP formula.

The BEP Review Committee

The BEP Review Committee convened annually to review the BEP and outline recommendations. The final meeting of the BEP Review Committee was held October 31, 2022. This committee will be replaced in the coming years with a TISA Review Committee, relating to the new education funding formula.
