Authorizer Reporting Requirements

A charter school authorizer is the entity that makes decisions regarding approval, renewal, and revocation of a public charter school application or agreement (T.C.A. § 49-13-104). In Tennessee, authorizers can be a local board of education (LEA), the Achievement School District, or the Tennessee Public Charter School Commission.

Tennessee law and State Board rules outline certain requirements for authorizers of public charter schools, including the reporting requirements cited below. Additionally, the State Board's quality authorizing standards further define expectations upon which each charter authorizer is evaluated

Projected Authorizing Budget

In accordance with State Board Rule 0520-14-01-.05, authorizers shall provide a projected authorizing budget for the new school year to the State Board by August 1 of each year.


Authorizer Fee Report

Pursuant to T.C.A. § 49-13-128 and State Board Rule 0520-14-01-.05, public charter schools must pay their authorizing LEA an authorizer fee annually. The fee shall be the lesser of 3% of the charter school's per student state and local allocations or $35,000 per school. The authorizer shall use the annual authorizer fee exclusively for fulfilling authorizing obligations and shall report the total amount of authorizer fees collected in the previous school year and the authorizing obligations fulfilled using the fee to the State Board by December 1 of each year.

Annual Authorizer Report

Pursuant to T.C.A. § 49-13-120 and in accordance with the State Board's quality charter authorizing standards, each authorizer shall submit to the State Board and make available on its website an annual authorizer report by January 1 of each year.
