Consent consideration of appointment by the Chairman of Sara Heyburn, Executive Director, and Angela Sanders,
General Counsel, to serve as hearing officers of the Board for purposes of conducting a rulemaking hearing on
Individualized Education Account rules.
II. Action Items (First Reading)
A. Charter School Performance Framework
First reading of changes to the charter school performance framework that align it to Tennessee’s new
accountability system and make adjustments to existing indicators within academic performance.
B. Charter School Intervention Policy 6.700
First reading of policy changes to include the conditions that may trigger interventions and the types of actions
and consequences that may ensue.
III. Action Items (Final Reading)
A. Educator Licensure Policy 5.502
Final reading of several technical revisions to the policy governing educator licensure to offer great clarity.
B. Professional Assessments for Tennessee Educators Policy 5.105
Final reading of a policy change that corrects several technical errors included on the previously approved list of
professional assessments. There have been changes since first reading.
C. Basic Education Program (BEP) Review Committee Appointments
Final reading of the appointment of individuals to serve on the 2015-16 BEP Review Committee.
D. Educator Licensure, Permanent Rule 0520-02-03
Final reading the permanent rule regarding Educator Licensure. This rule change was first approved by the
Board in 2014, due to a technical error in the 2015 Rules Omnibus Bill, this was inadvertently allowed to
expire on June 30, 2015. An emergency rule was approved by the Board at the July 2015 meeting and a
rulemaking hearing, as required by statute, was held on August 28, 2015, for the permanent rules. This
vote will ensure that the changes initially approved by the Board last year become permanent rules.
