First reading of item to remove outdated language, ensure consistency with current state and federal laws and rules, and to provide greater clarity regarding the specific requirements applicable to each category of non-public schools.

First reading of item to specify the process for a charter school to request approval of a special course.

First reading of item to align this rule with Public Chapter 1080 of the 2022 legislative session.

First reading of item to make various revisions to the Educator Licensure Rule in response to recent statutory changes, including Public Chapter 692, Public Chapter 932, and Public Chapter 1093 of the 2022 legislative session. Revisions include creating a Limited License pathway, adding flexibilities for issuance of permits and endorsement exemptions, and expanding the type of qualifying experience for individuals applying for an instructional leader license through an out-
of-state pathway.
F. Graduation Requirements Rule 0520-01-03-.06
First reading of item to add requirements for an Industry 4.0 diploma distinction pursuant to Public Chapter 946 of the 2022 legislative session. Revisions also include adding computer science as a graduation requirement starting with 9th
grade students in the 2024-25 school year pursuant to Public Chapter 979 of 2022.

First reading of item to align the Educator Evaluation Rule with recent statutory changes, including Public Chapter 991 and Public Chapter 1096 of the 2022 legislative session.

First reading of item to add “specific learning disability” as an eligible disability category for the IEA program pursuant to Public Chapter 1019 of the 2022 legislative session.

First reading of item to revise the funding requirements in the Special Education Programs and Services rule to remove references to the Basic Education Program (BEP) following passage of the Tennessee Investment in Student Achievement

Educator License – Denial, Formal Reprimand, Suspension, & Revocation Rule 0520-02-03-.09 Final reading of item to create a new category of offenses that are subject to disciplinary action to include misdemeanor convictions where the victim is a minor and make other technical corrections. There have been changes to this item since first reading.
C. Repeal English as a Second Language (ESL) Program Policy 3.207
Final reading of item to repeal policy 3.207 due to duplicative content with ESL Rule 0520-01-19. There have been no changes to this item since first reading.

Final reading of item to update the approved high school courses policy with new and removed courses. There has been one change to this item since first reading.
H. Charter Schools - Approval of a Charter School Rule 0520-14-01-.01
Final reading of item to clarify definition of “complete application” for the purposes of approval of charter applicants.
The changes will apply to applicants seeking to open a charter school in the 2024-25 school year. There have been minor changes to this item since first reading.
I. Academic and Instructional Requirements Rule 0520-01-03-.03 and -.16
Final reading of item to revise promotion and retention requirements of 3rd grade students pursuant to Public Chapter 1 of the 2021 First Extraordinary Session. These changes go into effect beginning the 2022-23 school year. There have been changes to this item since first reading.
J. Educator Evaluation Policy 5.201
Final reading of item to update the approved achievement measures list and charter observation models. There have been changes to this item since first reading to add state-adopted benchmark assessment to the achievement measure list to align with Public Chapter 914 of 2022.
K. Educator Preparation - Provider and Program Reviews and Annual Reports Rule 0520-02-04-.07 Final reading of item to provide a pathway by which the Department could bring a status change recommendation to EPP and SAP approvals based on program alignment with EPP Literacy Standards. There have been changes to this item since first reading to align with Public Chapter 974 of 2022.
L. Educator Licensure Policy 5.502
Final reading of item to specify the endorsements in which educators will need to submit qualifying scores on an approved literacy assessment or complete approved professional development in foundational literacy skills. There have

M. Tennessee Academic Standards for Fourth-Year Mathematics Courses
Final reading of item to adopt revised standards for fourth-year math courses, developed in accordance with the standards review process laid out in statute. There has been a technical edit to fix numbering in Pre-calculus since first reading.
