Captain Jacob Blackwell

Captain Jacob Blackwell leads the Nashville District of the Tennessee Highway Patrol with more than 28 years of service dedicated to protecting communities across Tennessee. Beginning his career as a dispatcher in 1998, he advanced through roles as a road trooper, evidence custodian, sergeant, and troop lieutenant before assuming command of the Nashville District.

Throughout his career, Captain Blackwell has earned a reputation for strong leadership, operational expertise, and commitment to professionalism. He is a graduate of the Northwestern School of Police Staff and Command and the Southeastern Leadership Academy, and he holds extensive certifications in incident command, search operations, crash investigation, firearms instruction, and hazardous materials response.

Captain Blackwell has played key roles in numerous major operations, including search missions for missing children, hazardous materials incidents, flood response efforts, and statewide protest coordination. He has contributed to statewide initiatives such as TDOT work zone safety improvements and serves on multiple promotion assessment boards.

Captain Blackwell continues to advance the mission of the Tennessee Highway Patrol by fostering professionalism, strengthening operational readiness, and ensuring the highest level of service to the people of Tennessee.
