Major Billy Smith

Major Billy Smith began his Tennessee Highway Patrol law enforcement career in 2004 as a road trooper in Stewart County, where he quickly earned recognition for his dedication and professionalism. In 2007, Major Smith joined the Tennessee Highway Patrol (THP) Motor Unit and later became the department’s motorcycle instructor. In that role, he trained THP personnel and officers from other local law enforcement agencies in basic police motorcycle operations.

In 2015, Major Smith was promoted to Sergeant with the Tennessee Integrated Traffic Analysis Network (TITAN), where he assumed increased leadership responsibilities. During his tenure, he implemented the E-Citation system and oversaw the department’s transition to a new computer platform, managing the associated technology enhancements and ensuring a successful transition.

His commitment to excellence and leadership led to his promotion to Lieutenant in 2018, when he was selected to lead the TITAN Unit. In this position, he oversaw crash reporting for the Tennessee Highway Patrol and more than 350 local law enforcement agencies. He managed the unit’s daily operations, emphasizing accuracy, efficiency, and quality.

In 2020, Major Smith was promoted to Captain of the Support Services Division. In this role, he oversaw operations and ensured personnel within the Tennessee Department of Safety and Homeland Security had the equipment and resources needed to perform their duties effectively. His responsibilities included managing all purchasing of equipment and supplies for commissioned and non-commissioned personnel, including the acquisition of department vehicles.

In 2022, Major Smith advanced to Major and assumed responsibility for the THP Administrative Bureau. The bureau encompasses Capitol and Facility Protection Officers, the Training Center, Support Services, the K-9 Division, THP Motor Unit, the Motorcycle Rider Education Program, TEMA Liaison, and D.A.R.E.

Major Smith is a graduate of Northwestern University’s School of Police Staff and Command and the FBI Tennessee Law Enforcement Executive Development Seminar (TLEEDS). Throughout his career, he has demonstrated a steadfast commitment to leadership, professional development, and excellence in law enforcement.
