The Tennessee Division of Water Resources is soliciting data in order to conduct a thorough investigation of water quality conditions across Tennessee. The results of this statewide assessment will be used to develop documents required under the federal Clean Water Act such as the EPA Approved Lists of Impaired and Threatened Waters.
The Division is specifically requesting water quality data from the Group 3 watersheds.

- NRS25.049 – The University of Tennessee Knoxville proposes one-time maintenance dredging of up to 1,800 cubic yards accumulated sediment on Fort Loudon Reservoir downstream of Second Creek in Knox County. The purpose of the project is to remove the hazard and obstacle for boats utilizing the area as well as restoring reservoir storage capacity.
- NRS25.198 - MRW Environmental. Chambers Branch Stream and Wetland Mitigation Bank (Bank) proposes the restoration (reestablishment and rehabilitation) of 55+/- acres of self-sustaining forested headwater slope wetland (HSW) and restoration of 5,442.19 +/- linear feet of four streams in Robertson County.
- NRS25.285 – Revivify, LLC proposes permanent impacts (fill) to 1.64 acres of wetlands and temporary impacts to 0.03 acres of wetlands associated with site grading requirements for the construction of a cabin development, with associated parking, utilities and an access roadway in Pigeon Forge, Sevier County. Wetland mitigation will be provided by a purchase of 3.28 wetland mitigation credits from the Lick Creek Mitigation Bank #2.

- NRS25.106-B – Southvale, LLC. proposes impacts to 167.5 linear feet of Fivemile Creek in Williamson County for the installation of two span bridges and the fill of 0.13 acres non-isolated low-quality wetlands and 0.21 acres isolated low-quality wetlands. Impacts in the Harpeth River watershed associated with a proposed residential development are to be offset through purchase of 21.8 functional foot stream mitigation credits from Neely’s Bend Stream Mitigation Bank and Harpeth River Mitigation Bank.

- NRS25.276 – Tennessee Department of Transportation is authorized unavoidable permanent impacts to 400 feet of stream for emergency bank stabilization by means of gabion baskets. The purpose of the work is to stabilize a failing roadway. To offset permanent impacts to 100 linear feet of stream, the permittee shall purchase 10 functional foot credits from Gleason Creek Mitigation Bank.
The commissioner has determined that, pursuant to Rule 0400-40-07-.04, of the Rules of the Tennessee Department of Environment and Conservation, an emergency situation exists and this permit for remedial action is hereby issued without full prior public notice and participation. This emergency permit shall be advertised by public notice, however, no later than 20 days after issuance. This emergency Aquatic Resource Alteration Permit/§401 Water Quality Certification authorizes the activities described herein.
- NRS25.300 – Tennessee Department of Transportation proposes unavoidable permanent impacts to 3,290 linear feet of streams. To offset permanent impacts to streams, the permittee shall purchase 1,206.1 functional foot credits from Mud Creek Mitigation Bank. Unavoidable permanent impacts to 1.074 acres and temporary impacts to 0.236 acres of wetlands. To offset permanent impacts to 1.704 acres wetlands, the permittee shall purchase 2.5 wetland mitigation credits from Tennessee Mitigation Fund. The purpose of the project is for improvements to SR-28 in Cumberland County.

Impacts to 1027 linear feet of stream will be compensated through the purchase of 298.4 functional foot stream credits from Duck River Stream Mitigation Bank.
- NRS25.250 – Cypressbrook Coley Davis, GP proposes construction of a temporary 230-ft concrete single span bridge (24'-0" out-to-out width) over the Harpeth River, preceding construction of a permanent 535-foot, 3-span steel bridge (40"-0' out-to-out width) in Nashville, Davidson County. The 3-span bridge consists of Span 1 (162.5-ft), Span 2 (210-ft) and spans the average channel width of the Harpeth River, and Span 3 (162.5-ft). A temporary haul road and crane pad will be utilized during the bridge construction. Public Hearing will be held on March 3, 2026 at the Bellevue Regional Community Center: 7638 A Hwy 70 S, Nashville, TN 37221. - NRS26.008 - Aquatic Weed Wizards proposes maintenance dredging of a private pond via mechanical dredging. A maximum of 1,000 cubic yards of silt and organic material will be removed from the ponds and placed in on-site upland locations near each pond for dewatering. The project also includes replacement of a damaged overflow pipe within the dam structure of the pond.

- NRS25.010 - The Tennessee Department of Transportation (TDOT) proposes 797 linear feet of permanent stream impact, 76 linear feet of temporary stream impact, and 0.041 acres of permanent wetland impact to make improvements to Interstate 40. Mitigation for permanent stream impacts will be provided by utilizing 158.7 credits previously purchased from Briar Pond Bottom Mitigation Bank.
- NRS25.171 - Ailor Avenue LLC proposes 166 feet of bank stabilization along East Fork Third Creek, 81 feet of stream encapsulation on an unnamed tributary of East Fork Third Creek, construction of two outfall structures, the filling of 0.02 acres of low-quality wetland, and 464 feet of culvert replacement with associated stream relocation on unnamed tributary of East Fork Third Creek.
- NRS25.176 - The TN Department of General Services proposes the design of the new state-of-the-art MALETA criminal justice training complex. For the EVOC project, permanent impacts to 7 acres of Wetland 1 (WTL-1 and temporary impacts to 1.4 acres. The applicant shall purchase 8.96 credits from the Sandhill Wetland Mitigation Bank and 5.06 credits from the Harpeth River Mitigation Bank.
- NRS25.179 – The Tennessee Department of Transportation proposes permanent and temporary impacts to two streams and one wetland for the construction of a state industrial access road serving Eastman Chemical Company. Permanent stream impacts include the installation of 53 feet of 3-span bridge and 60 feet of riprap stabilization to South Fork Holston River, and installation of 45 feet of 3-span bridge to Horse Creek. Temporary stream impacts include installation of six 130-ft by 72-in CMP culverts for a temporary haul road across Horse Creek. Impacts to one unnamed wetland include permanent fill of 1.306-acres and temporary impact to 0.126-acre. All temporary impacts will be removed and the resources restored to existing conditions after construction. The loss of resource value associated with the permanent wetland impact will be mitigated through the purchase of 2.61 credits from Shady Valley Wetland Mitigation Bank.
- NRS25.188 – City of Chattanooga proposes 350 linear feet of streambank stabilization and restoration on Mountain Creek in Hamilton County. Work will include installation of coir log toe protection along both banks, boulder cross vane, log grade control, and native vegetation plantings.

No compensatory mitigation is required for the linear transportation stream impacts. Wetland impacts total fill of 0.54 acres and are to be offset through purchase of 0.58 wetland credits from Christmas Creek Mitigation Bank. Partially filled wetlands are to be monitored for two (2) years post-construction.
- NRS25.301 – Tennessee Department of Transportation proposes improved access to the Packaging Corporation of America along SR-57 by constructing a new 0.30-mile standard State Industrial Access (SIA). A crossing/impact of one (1) stream including installation of a box culvert at 3:1 side slopes at the crossing, resulting in 14.75 feet of stream length loss requiring 7.2 functional foot mitigation. Stream length loss mitigation proposed to be fulfilled through the Center Point Stream Mitigation Bank. Temporary stream crossing (Temporary Culvert Crossing) during construction located within right-of-way easements, not to exceed one temporary stream crossing per impact location and Temporary Diversion Channel to divert normal stream flow.

- NRS25.216 - The White House Utility District proposes to replace a water main along New Hope Road and Mud Hollow Road in Hendersonville, that includes seven (7) open-cut stream crossings of miscellaneous tributaries to Drakes Creek, to support capacity flow and long-term growth. The project totals approximately 12,720 linear feet of 24-inch ductile iron water main and 507 linear feet of 36-inch steel casing.

- Notice of Public Hearing - TN0082457 - Discharges associated with operation of a 1,530-megawatt (MW), at 58 degrees Fahrenheit, combined natural gas-fired generating station. The station will consist of two combustion turbine (CT) generators, two heat-recovery steam generators (HRSGs), two steam turbine generators (STGs), and associated equipment. Each combined cycle (electrical generation) train consists of one CT, one HRSG, and one steam turbine. The proposed discharge of steam cycle and evaporative heat recovery steam generator blowdown, reverse osmosis reject, oil/water separator effluent, miscellaneous drains from steam cycling, other low volume wastewaters and stormwater will be treated via sedimentation basin, sulfuric acid (as needed) for pH neutralization, sodium bisulfate (as needed) for dechlorination, reverse osmosis antiscalant and caustic treatment (as needed), and oil/water separation. The applicant proposes de minimis degradation from the new discharge activity.

- NRS25.067 - The Tennessee Department of Transportation proposes unavoidable permanent impacts to 503 linear feet of stream impacts in Clay County. To offset permanent impacts to streams, the permittee shall purchase 265.104 stream mitigation credits from Cumberland River Compact. Unavoidable permanent impacts to 2.54 acres and temporary impacts to 0.905 acres of wetlands for the purposes of reconstructing SR-52 for traffic improvements. To offset permanent impacts to 2.54 acres of low and moderate resource value wetland, the permittee shall purchase 1.3 wetland mitigation credits from Roaring Paunch Wetland Mitigation Bank, purchase 1.7 credits from Tennessee Mitigation Fund, and provide 2.321 credits through Permittee Responsible Mitigation for a total of 5.321 credits.
- NRS25.090 - Tennessee Department of Transportation (TDOT) proposes emergency replacement of SR-353 bridge over the Nolichucky River in Washington County. Unavoidable permanent impacts to 90 feet of stream for the construction of a new 480-foot long by 36-foot-wide bridge with concrete abutments and riprap. The Commissioner has determined that, pursuant to rule 0400-40-070.04, an emergency situation exists and this permit for remedial action is hereby issued without full prior public notice and participation. This emergency permit shall be advertised by public notice, however, no later than twenty (20) days after issuance.
- NRS25.219 – Tennessee Department of Transportation proposes unavoidable permanent impacts to 316 feet of streams by relocation and unavoidable permanent impacts to 0.646 acres of low resource value wetlands for the purposes of reconstructing I-24 Exit 134 interstate ramps and SR-15 bridge in Marion County. Compensatory mitigation to offset permanent impacts to streams will be provided through the purchase of 161.7 functional feet credits from Duck River Mitigation Bank. Compensatory mitigation to offset permanent impacts to wetlands will be provided through the purchase of 0.396-acre credits from Coffee County Wetland Mitigation Bank and 0.396-acre credits from Sequatchie Valley Wetland Mitigation Bank for a total of 0.792-acre credits.
- NRS25.298 – Chattanooga 706 Land Co, LLC proposes unavoidable permanent impacts (fill) to 0.48 acres of wetlands associated with site grading requirements for the construction of a residential development in Chattanooga, Hamilton County. Wetland mitigation will be provided by a purchase of 1 wetland mitigation credit from the Sequatchie Valley Wetland Mitigation Bank.

- NRS25.056- Baetis Restoration Partners, LLC proposes restoration or enhancement of 32,573 linear feet of stream and 23.6 acres of wetland to provide compensatory mitigation credits for Wolf Branch Stream and Wetland Mitigation Bank.
- NRS25.149 – Tennessee Department of Transportation (TDOT) proposes unavoidable permanent impacts to 1,082 feet of streams for the purposes of providing a permanent solution to on-going road maintenance issues in Hamilton County. Compensatory mitigation to offset permanent impacts to 378.5 function feet of streams will be provided through utilizing 757 credits at a 2:1 ratio of previously purchased ratio credits from Oostanaula Stream Mitigation Bank.
- NRS25.213- The White House Utility District proposes to increase its water withdrawal capacity to 32 million gallons per day from Old Hickory Reservoir to address present and future domestic water supply needs. The project is located in Old Hickory Reservoir, Hendersonville, Sumner County. Pursuant to T.C.A. § 10-7-504 and Rule 0400-01-01(4)(c)2, the precise location is confidential. Therefore, the exact location of the intake site will not be disclosed in this permit or otherwise made available to the public.
- NRS25.274 – The City of Pigeon Forge has proposed the extension by 117 linear feet in length to an existing arch span culvert measuring 50 feet long x 15 feet wide x 7 feet tall. The loss of resource value associated with the permanent stream impacts will be mitigated through the purchase of 22.2 stream credits from Paint Rock Creek Stream and Wetland Mitigation Bank.
- NRS25.296 – Tennessee Wildlife Resource Agency (TWRA) proposes installation of an ADA (Americans with Disabilities Act) Adaptive paddle craft launch dock in the Hatchie River at Hatchie Town Park, with a 4-foot width by 80-foot length gangway, including combo kayak chute and a diverter dock. The adaptive launch combo gangway and kayak chute will be anchored to the stream bank via a 2-foot width by 12-foot length concrete bulkhead. Also proposed is the construction of a 24-foot by 24-foot ADA paved parking pad and associated 75-foot length by 12-foot width ADA access path, with connection to the gangway and launch.

- NRS25.031 - Isha Foundation, LLC Construction of the proposed Isha Phase 5 18-hole Yogi Golf Course located south of HWY-8 in McMinnville, Tennessee will require 11 stream crossings totaling 166 feet and wetland impacts of 0.045 acres.
- NRS25.146 - SEK Nolensville proposes permanent impacts to miscellaneous tributaries to Mill Creek in the form of three (3) stream crossings totaling 274-linear feet of impact, fill of 40-linear feet of stream, and fill of 0.15-acres of low-quality isolated wetland for the purposes of a mixed residential and commercial development.
- NRS25.191 - West Tennessee River Basin Authority. The project location is north of Bolivar, Tennessee where an erosional feature has formed a cutoff chute along the Hatchie River; the 470 LF cutoff chute directs flow past approximately 5,310 LF of river meander. The upper reach of the meander cutoff has filled with sediment due to loss of stream flow while the lower reach has standing water present. The proposed work will consist of plugging the cutoff chute using material excavated from the abandoned section of river channel and armoring the stream banks with sheet piling and spur dikes to deflect flow away from the restored and stabilized riverbank. Bolivar, Hardeman County.
- NRS25.272 - City of Brentwood proposes the relocation of 165 LF of a jurisdictional stream, 0.002 acres of minor wetland impacts, and utility line crossings necessary to construct the Tower Park Equalization (EQ) Facility. Brentwood, Williamson County.
- NRS25.282 – Tennessee Department of Transportation proposes replacement of existing bridges along SR-205 (Collierville-Arlington Road) over Wolf River and Overflow in Shelby County, resulting in 3.96 acres of permanent wetland impacts, mitigated at a 2:1 ratio at the Ducks Unlimited Mt. Tena Wetland Mitigation Bank. An additional 3.874 acres of temporary wetland impacts are also proposed, to be mitigated on-site.
