  • The applicant is Summers-Taylor Materials Company - Unicoi Asphalt Plant No. 4 with a mailing address of 300 West Elk Avenue, Elizabethton, TN 37644. They seek to obtain air contaminant permit from the Tennessee Division of Air Pollution Control (TDAPC) for the construction of a Drum Mix Asphalt Plant Operation located at 320 Bill Garland Road, Unicoi, TN 37692. The proposed Drum Mix Asphalt Plant is to replace the existing Batch Mix Asphalt Plant (Division identification number: 86-0042-00/464648) .   Public Notice Document 

    A public meeting will be held by the TDAPC pursuant to TAPCR 1200-03-09-.01(1)(h). The public meeting will be held to discuss the technical and regulatory air pollution-related issues concerning the permitting of the Asphalt Plant. The meeting will have a question and answer format and will include a presentation on the proposed permit action by TDAPC staff. This public meeting is being conducted via video-teleconference in the interest of protecting public health, safety, and welfare in light of the coronavirus.

    The public meeting will be presented online by TDAPC, via a WebEx conference on Tuesday, November 17, 2020, at 6:00 p.m. Eastern Standard Time (EST). The videoconference will open to participants at 5:45 p.m. EST.  

 

August 21, 2020

  • There will be a public hearing on November 3, 2020, at 10:30 am Central before the Technical Secretary of the Tennessee Air Pollution Control Board (Board) for the promulgation of amendments to Chapters 1200-03-09 and 1200-03-21 of the Tennessee Air Pollution Control Regulations. The proposed amendments will adopt by reference the current version of 40 CFR Part 51 Appendix W, which is the federal guideline on air quality models.

  • There will be a public hearing before the Technical Secretary of the Tennessee Air Pollution Control Board to consider the promulgation of amendments to the Tennessee Air Pollution Control Regulations and the State Implementation Plan (SIP) pursuant to Tenn.   • Summers-Taylor Materials Company dba Unicoi Asphalt Plant #4 (Facility ID: 86-0094/Permit No. 978205) public meeting scheduled for July 28th has been cancelled.  

On July 17, 2020, the Division received a revised application for Summers Taylor for the proposed asphalt plant to be located on Bill Garland Road in Unicoi.  This revised application is currently under review and will likely be deemed incomplete.  Should the company provide the information necessary to make the application complete and indicate a desire to continue with the project, the Division will publish a revised public notice with a new public comment period and schedule a public meeting at a later date.

There will be a public hearing before the Technical Secretary of the Tennessee Air Pollution Control Board to consider revisions to the Tennessee Division of Air Pollution Control’s Ambient Air Monitoring Plan.
