III.           Action Items (First Reading)

                A.            Educator Licensure Policy 5.502
                               First reading of item to propose a new option for educators to add an additional endorsement.  The item would allow                                         Tennessee educators with a license to earn an additional by completing an additional endorsement program developed                                     and administered by the TDOE, receiving recommendation for endorsement by the TDOE, and submitting qualifying                                           scores on all required content assessments.

                B.           Literacy and Specialty Area Standards for Educator Preparation Providers Policy 5.505
                               First reading of item to add Foundational Literacy Skills to the Literacy and Special Area Standards Policy pursuant to the                                     Literacy Success Act (Public Chapter 2 of the 2021 Special Legislative Session).  This item also revises the Speech 
                               Language Pathologists (SLP) endorsement standards.

                C.           High School Policy 2.103
                               First reading of item to clarify requirements for the four-year plan of study for high school students, update the Work                                         Based Learning Framework, and change terminology to reflect changes to industry credential classifications.

                D.           Middle Grades Policy 2.102
                               First reading of item to clarify requirements for the four-year plan of study in the Middle Grades Policy to align with the                                       revisions to the High School Policy 2.103.

                E.           Statewide Dual Credit Course Approval    
                               First reading of item to revise learning objectives for three statewide dual credit courses (SDC) including Introduction to                                       Business, Precalculus, and Introduction to Plant Science.  

                F.            Civil Rights Compliance Rule 0520-12-04 
                               First reading of item to promulgate rules on the Department’s Office of Civil Rights procedures to ensure compliance with                                 Title VI of the Civil rights Act of 1964 and Title IX of the Education Amendments of 1972.

                G.           Universal Student Screeners and State Adopted Benchmark Assessments Permanent Rule 0520-01-03-.15
                               First reading of item to promulgate rules that describe the use of screeners pursuant to Tennessee Learning Loss and                                         Student Acceleration Act and the Tennessee Literacy Success Act, including the nationally normed process by which                                             “significant reading deficiency” will be defined each year.  Also describes the use of state adopted benchmark                                                         assessments that constitute the Innovative benchmark Assessment Pilot Program and the process by which LEAs may                                       request approval to use a locally adopted screener in place of a Tennessee universal Screener.

                H.           COVID-19 Continuous Learning Plan Policy 3.210
                               First reading of item to revise the Continuous Learning Plan (CLP) Policy to align with the permanent CLP rule passed on                                     final reading at the April 12, 2021 special called Board meeting.

               A.            Professional Assessments for Tennessee Educators Policy 5.105
                               Final reading of item to present pedagogical and content assessment requirements for integrated early childhood birth-K                                 and preK-3 endorsements.  There have been no changes to this item since first reading.

               B.            Educator Preparation Rule 0520-02-04-.10 Clinical Experiences   
                               Final reading of item to expand the type of setting an educator may complete clinical practice and allows educators to                                         request an alternative clinical practice placement, including placement in certain categories of non-public schools for the                                   duration of the clinical practice requirement.  There have been no changes to this item since first reading.

               C.            School Facilities Rule 0520-01-04     
                               Final reading of item to present revisions to clean-up rule language and correct outdated statutory citations.  As federal                                       law does not require a state education agency to review a school district’s building plans, this item removes the                                                     requirement that the Tennessee Department of Education (TDOE) review school building plans impacting students with                                     disabilities.  There have been no changes to this item since first reading.

               D.            Repeal Charter School New Start, Renewal, and Revocations Rule 0520-14-01-.02     
                               Final reading of item to repeal this rule as the responsibility for these actions has shifted to the Tennessee Public Charter                                   School Commission.  There have been no changes to this item since first reading.

               E.           Quality Charter Authorizing Standards Policy 6.111 
                              Final reading of item to make revisions based on the opportunities for clarification that arose as part of the charter                                              authorizer evaluation pilot in Fall 2020.  There has been one minor enumeration change to this item since first reading.

               F.            Charter School Authorizer Evaluations Policy 6.113    
                              Final reading of item to provide further explanation and detail to State Board Rule 0520-14-01-.08.  There has been                                              formatting changes to this item since first reading.

                              Final reading of item to revise the rule in alignment with changes to Public Chapter 219 and make other clarifications.                                          There has been no changes to this item since first reading.

First and final reading of item to repeal policy due to outdated requirements and misalignment with other rules and                                            policies regarding virtual learning.

                             First and final reading of item to approve the state minimum salary schedule for the 2021-22 school year.

                             First and final reading of item to present 13 LEA alternative salary schedules for reapproval and one alternative salary                                         schedule for first time approval to determine base pay increases.
