Davidson County Economic Development Enhancements
The Tennessee Department of Transportation (TDOT) is moving forward on its first Davidson County Economic Development Enhancement projects, as listed in the 10-Year Plan. These projects promote economic growth related to tourism, commercial development, and local business expansion.
As of 2026, two enhancement projects are under development: the reconstruction of James Robertson Parkway (State Route 6/Victory Memorial Bridge), and an extension of Marine Drive. TDOT is partnering with Metro Nashville on both projects.

History and Background
James Robertson Parkway (State Route 6) is an essential downtown connector route to East Nashville and other connecting interstates. The East Bank Development Authority is designing and constructing a north to south artery as part of the 550-acre East Bank development.
The project includes lowering the approach to the Victory Memorial Bridge and reconstructing James Robertson Parkway between Interstate Drive and east of the Cumberland River to transition down to East Bank Boulevard (S. 1st Street), matching the proposed East Bank Boulevard profile. This will eliminate the existing physical and visual barrier created by the current elevated roadway, and enhance multimodal connections and private development opportunities within the wider East Bank community.
To expedite this project, TDOT is implementing an alternative delivery Progressive Design-Build (PDB) model. PDB is a project delivery method that allows the design and construction phases to overlap, facilitating continuous collaboration among the stakeholders, owner, and design build team. It also promotes improved risk management, improvements to the construction schedule, a more streamlined design process and can lead to an overall faster project completion due to the overlapping phases. Additionally, PDB often results in improved cost control and higher quality outcomes due to the early and continuous involvement of the design and construction team.

Environmental studies are ongoing in accordance with the National Environmental Policy Act (NEPA).

History and Background
TDOT will help provide the greater East Nashville community with a multimodal connectivity to the River North section of the East Bank Development and the planned Oracle campus. Such connectivity will be provided by extending the Marine Drive from Cowan Street to Dickerson Pike (State Route 11, US-41). This project also includes the replacement of the Interstate 24 bridge over the extension and the realignment of Dickerson Pike.
TDOT is implementing an alternative delivery Design-Build (DB) model to deliver this project. Once a DB team is selected, design and construction activities may overlap, allowing construction to start sooner than traditional methods.
