State Route 96 (Old Fort Parkway)

The Tennessee Department of Transportation (TDOT) is proposing to construct improvements on State Route 96 in Rutherford County. The project includes the widening of SR 96 from four lanes to six lanes from I-24 to near SR 1 (US-41, Broad Street).
There will also be various intersection improvements, the widening of the bridges over Stones River, pedestrian improvements, and an emphasis on access management throughout the project to help with traffic flow and safety within the project limits.
Current Status: This project is under development.
Construction Start: This project is scheduled in TDOT’s 10-Year Project Plan to begin construction in Fiscal Year 2031.
Estimated completion*: TBD.
Funding Type: This project is funded through the Statewide Partnership Program, with part of the project’s funding coming from local partners and the remainder funded through traditional federal and state sources.

History and Background
As part of the Statewide Partnership Program, a locally developed concept report was submitted in 2025. The concept outlined the following improvements to be investigated:
• SR 96 widening from four lanes to six lanes from I-24 to near SR 1 (US-41, Broad Street)
• Widening of the bridges over Stones River
• Access management improvements to the I-24 westbound off ramp at SR 96 and intersection improvements at N. Thompson Lane/Chaffin Place, Market Place, Mall Circle Drive/Bridge Avenue, SR 99/Goff Lane, and Ordway Street/N. Kings Highway.
• Pedestrian improvements such as sidewalk or mixed-use path

TDOT will be completing an environmental evaluation of this project that will result in a published environmental document and the acquisition of necessary environmental permits.
