First reading of item to revise various sections of the Non-Public Schools Approval Process Rule to address stakeholder feedback and to align the rule with recent legislation.
B. Alternative Education Programs Policy 2.302 Repeal
First reading to repeal the Alternative Education Programs Policy 2.302 as all language has been moved to the Alternative Education Rule.
C. Educator Licensure Policy 5.502
First reading of item to clarify that assessment timelines and expectations for licensure reactivation are detailed in Department of Education guidance and clarify that an educator who holds a major aligned to a qualifying endorsement can both renew and advance a license without the associated specialty area content assessment. This item also includes additional clarifications related to Specialty Area Content Assessments.
D. Educator Licensure Rule 0520-02-03-.03 through -.07, -.10, and -.13
First reading of item to revise various sections of the Educator Licensure Rule 0520-02-03 to clarify the requirements for all educator license types to ensure alignment across license types, and ensures requirements for license issuance, renewal, advancement, and reactivation are clearly defined.
E. Professional Assessments for Tennessee Educators Policy 5.105
First reading of item to revise the endorsements section of the policy to allow an educator to add an endorsement by holding a major in a qualifying middle or secondary core academic or World Languages endorsement and clarifies that candidates holding a practitioner-level license enrolled in job-embedded program shall complete all program requirements prior to adding additional endorsements to the practitioner license.
F. Promotion and Retention Rule 0520-01-03-.16
First reading of item to update the Promotion and Retention Rule to align with Chapter 338 of the Public Acts of 2023 and update the appeals process criteria and timeline.
G. Promotion and Retention Policy 3.300
First reading of item to revise Promotion and Retention Policy 3.300 to detail the definition of 4th grade TCAP adequate
growth and align the policy with Chapter 338 of the Public Acts of 2023.
H. Charter Schools Rule 0520-14-01
First reading of item to clarify requirements for an amended charter school sponsor application, the process for allocation of state and local funds to charter schools, and to align charter school enrollment preferences with statutory changes from Chapter 206 of the Public Acts of 2023.
I. Graduation Substitutions Policy 3.103
First reading of item to clarify that a student may complete their required 4th credit of math and 3rd credit of science at any point during high school provided that they meet the course requirements outlined in rule.
J. Tennessee Academic Standards for Social Studies
First reading of proposed standards for K-12 social studies, following comprehensive public feedback, review by an Educator Advisory Team, and final recommendations from a gubernatorially and legislatively appointed Standards Recommendation Committee.

A. Physical Education Course Standards
Final reading of item to propose revisions to the Physical Education Standards. These revisions were conducted in collaboration with Tennessee physical education teachers, curriculum leaders, and higher education faculty from across the state. There have been minor changes to this item since first reading.

B. Health Education Course Standards
Final reading of item to propose revisions to the K-12 Health Education Standards. These revisions were conducted in collaboration with Tennessee health education teachers, coordinated school health coordinators, and higher education faculty from across the state. Revisions were made to this item including the addition of firearm prevention in Grades K-5. There have been changes to this item since first reading.

L. Education Savings Account Rule 0520-01-16-.02 through -.04, -.06, -.08, and -.10
Final reading of item to revise various rule sections of Education Savings Account Chapter 0520-01-16 to align student eligibility requirements with Public Chapter 171 and Public Chapter 328 of the 2023 session. Revisions expand eligibility requirements to students in Hamilton County and makes other clean-up revisions to assist with effective implementation of the ESA program. There have been minor changes to this item since first reading.
M. Educator Licensure – Endorsement Exemptions and Permits Rule 0520-02-03-.11 and -.12
Final reading of item to effectuate Public Chapter 284 and Public Chapter 280 of the 2023 legislation session. This item creates a new Clinical Practice Permit type to allow an individual who has completed all required coursework at their Educator Preparation Program (EPP) except for the clinical practice requirement to receive a temporary teaching permit to satisfy the clinical practice requirement. This item also authorizes the Department to issue endorsement exemptions for elementary physical education courses. There have been minor changes to this item since first reading.
N. Individualized Education Accounts Rule 0520-01-11-.02, -.04, -.05, and -.09
Final reading of item to revise the Individualized Education Accounts rule to align language with recent federal guidance regarding students with disabilities enrolled in state-funded school voucher and scholarship programs. There have been no changes to this item since first reading.

Final reading of revisions to the License Reinstatement and Restoration Applications Policy to incorporate approved revisions to the Licensure Discipline Rule. There have been changes to this item since first reading.

V. Tennessee Investment in Student Achievement (TISA)
A. Tennessee Investment in Student Achievement (TISA) Rule Recommendation Chapter 0520-12-05 Item for revisions to the Department of Education’s TISA Chapter Definitions and Direct Allocations Rules that revise the criteria for direct funding for CTE programs. Following discussion with the Department of Education, the Board will vote on a positive, neutral, or negative recommendation on each of the Department’s TISA rules.
