Hemp-Derived Cannabinoids Licensing

License Types

Hemp-Derived Cannabinoid Supplier:  A supplier is a person or entity that manufactures hemp-derived cannabinoids or sells products containing hemp-derived cannabinoids to retailers. To manufacture means to compound, blend, extract, infuse, cook, or otherwise make or prepare products containing a hemp-derived cannabinoid, including the processes of extraction, infusion, packaging, repackaging, labeling, and relabeling of products containing a hemp-derived cannabinoid.

Hemp-Derived Cannabinoid Retailer:  A retailer is a person or entity that sells products containing a hemp-derived cannabinoid for consumption and not for resale.

Licensing Process

  1.  Complete and submit an application form here. Applications will be processed in the order received.
  2.  Once an application has been processed, an email will be sent to the email address provided on the application. This email will prompt the applicant to log into TDA’s secure portal and upload required documents. Please submit all documents at the same time. See required documents listed below.
  3.  Once all required documents are uploaded to TDA’s secure portal, TDA will review the documents for final approval. If TDA has questions about the documents provided, the applicant will be contacted.
  4.  With final approval of documents, an email will be sent to the email address provided on the application. This email will provide an invoice for the license fee(s) and prompt the applicant to log into TDA’s secure portal to submit payment.
  5.  Once the invoice is paid in full, a digital permit will sent to the applicant via email. The permit shall be printed and posted conspicuously inside the business.

1.    Proof of registration in its state of incorporation for any applicant that is a formalized business entity
       Examples:  Articles of Organization or Articles of Incorporation with Certificate of Existence

2.    Tennessee Department of Revenue Sales and Use Tax Certificate of Registration
       Example:  Certificate of Registration

3.    Nationwide criminal background check facilitated through the Tennessee Bureau of Investigation for the person identified as legally responsible for applicant’s operations

4.    A map showing the business location in relation to the nearest private school, public school, or charter school that serves any grades from kindergarten through grade twelve (K-12)

5.    Documentation if the business started offering hemp-derived cannabinoid products for sale before Dec. 31, 2023
