A. Education Freedom Scholarships Rules 0520-01-24-.02-08 and -.12-15
First reading of item to update the rules to align with Chapter 963 of the Public Acts of 2026 (PC 963). Accordingly, revisions are proposed to the Prioritization of Awards Rule in addition to a proposed new rule that establishes reporting procedures required by PC 963. The item proposes additional minor revisions for clarity and effective implementation of the program.

B. Education Savings Accounts Rules 0520-01-16-.02-.08, -.11, and .13
First reading of item to update the rules to align with Chapter 1069 of the Public Acts of 2026 (PC 1069). The item proposes revisions regarding student assessments in the Agreement and Funds Transfer Rule and Participating Schools Rule that would require students in grades 3-11 to be administered annually either: (i) a nationally standardized achievement test aligned with the participating school’s instructional plan, as determined by the State Board of Education; or (ii) the TCAP assessments in mathematics and English language arts. In addition, the revisions to the Participating Schools rule would require schools to submit test results to OREA, as required by PC 1069. Other minor revisions are recommended for clarity and effective implementation of the program.

C. Individualized Education Accounts Rules 0520-01-11-.02-.06
First reading of item to update the rules to align with Chapter 1040 of the Public Acts of 2026 (PC 1040). Accordingly, proposed revisions would expand the definition of an IEA-eligible student and remove contributions to an Achieving a Better Life Experience (ABLE) account as an allowable IEA expense. Other minor revisions are recommended for clarity and effective implementation of the program.

D. Virtual Education Rule 0520-01-03-.05
First reading of item to revise the rule to align with Chapters 905 and 1040 of the Public Acts of 2026. Accordingly, this item proposes revisions in regards to enrollment requirements and potential school closures for public virtual schools.

E. Health Care Procedures in a School Setting Rule 0520-01-13-.03
First reading of item to revise the rules to align with Chapter 947 of the Public Acts of 2026. Proposed changes would clarify that an LEA may maintain epinephrine in all forms for use in emergency situations, not only in the form of an auto-injector.

First reading of item to update rules to align with recent legislative changes and to move the amendment application process rule back to the State Board from the TN Public Charter School Commission.

G. Graduation Permissions and Substitutions Policy 3.103
First reading of item to propose revisions that would add AP Business with Personal Finance to the list of approved substitutions for the Personal Finance graduation requirement.

H. High School Policy 2.103
First reading of item to revise language in the policy to establish a statewide framework for evaluating Work-Based Learning (WBL) program quality, enabling the Department and local education agencies to consistently measure, support, and strengthen the effectiveness of WBL programs while promoting continuous improvement across the state. Revisions would allow the High School and Beyond Plan to be included as part of the student’s cumulative record or in a secure electronic system designated by the school district.
I. Middle Grades Policy 2.102
First reading of item to remove references that do not apply to middle grades. Additionally, the proposed revisions would allow the student’s High School and Beyond Plan to be included as part of the student’s cumulative record or in a secure electronic system designated by the school district.
J. Career and Technical Education (CTE) Standards
First reading of item to revise course standards for five CTE career clusters: Advanced Manufacturing, Agriculture, Construction, Healthcare and Human Services, Transportation and Supply Chain. The item also includes new Programs of Study for Advanced Manufacturing, Construction, and Transportation and Supply Chain, in addition to a new course for the Environmental and Natural Resource Management Program of Study. Lastly, various CTE courses have been updated to ensure alignment with Tenn. Code Ann. § 4-1-427, to acknowledge and honor the requirements of Tenn. Code Ann. § 49-2- 141, and to ensure all students and student groups are served effectively.
K. Computer Science Standards
First reading of item to propose revisions to reflect changes in computer science education, updates to national standards, and continued developments in the fields of computer science and artificial intelligence.
L. State Approved Textbooks and Instructional Materials List: Schedule F (Social Studies, CTE: Human Services, and CTE: Business Management and Administration)
First reading of item to approve the preliminary social studies and CTE materials for adoption.

A. Educator Evaluation Policy 5.201
Final reading of item that proposed the following changes:
♦ Adds Springs Public Schools Tennessee Teacher Evaluation Rubric for Springs Public Schools charter 2026-27 school year to Appendix A (Charter School Alternative Observation Model)
♦ Revises the approved Industry Certifications by Career Cluster to align with any of the approved Valued or Preferred Industry Certifications, as determined by the Postsecondary, Workforce, CTE, and Military Readiness Division. Revising the approved industry certifications in Appendix B Section V. Approved Achievement Measures. There have been no changes to this item since first reading.
B. Civil Rights Compliance Rule 0520-01-21
Final reading of item that proposes minor revisions necessitated by the passage of Chapter 471 of the Public Acts of 2025 (T.C.A. § 4-3-1704), which requires state entities to submit annual Title VI compliance reports and implementation plans to the TN Department of Human Resources instead of the TN Human Rights Commission. There have been changes to this item since first reading.
C. Graduation Requirements Rule 0520-01-03-.06
Final reading of item to strengthen and clarify the process by which a student can waive the fine arts and/or world language credit requirement(s), make relevant changes related to elective courses, and improve clarity and readability. There have been changes to this item since first reading.

Final reading of item that proposes revisions to the rules following the State Board’s first year of implementation. There have been no changes to this item since first reading.
