Engineering Report

On December 30, 2019, new regulations became effective for landfill reporting of all active Class I and Class II permits in Tennessee.

Specifically, the requirement for "Remaining Life Surveys” found in Rule 0400-11-01-.04 has been replaced with new language requiring “Annual Engineering Reports”.  This requirement has been extended to Class II facilities, although these facilities will report every three years rather than annually.

Class 1 Facilities

The new amended annual reporting requirements consist of:

  • A current (one year old or less) topographic survey of the facility superimposed over approved permitted contours
  • Remaining life estimate and supporting calculations as previously required
  • A summary leachate generation report
  • A summary of permit modifications.

Class II Facilities

The triennial reporting requirements consist of:

  • A current (one year old or less) topographic survey of the facility superimposed over approved contours.
  • Remaining life calculations
  • A summary of permit modifications.

Forms

Each report must be submitted with the forms listed below.  Like the “Remaining Life Survey”, this information is due by May 1st of each year,  while Class II’s only report every third year beginning on May 1st, 2020.  

Remaining Life Survey

Beginning on December 30, 2019, the requirements for “Remaining Life Surveys,” found in Rule 0400-11-01-.04, were replaced with new language requiring Annual (AER) and Triennial Engineering Reports (TER).  DSWM has taken these reports to generate a new, more accurate Remaining Life Survey. Below you will find these reports, illustrating the remaining life of
Class I and II landfills in the state of Tennessee based on the data provided to DSWM in the AERs and TERs.
