Building an Effective Coalition

Strategies for Community Change

Strategic Prevention Framework

To be an effective agent of change, community coalitions must understand the unique problems and opportunities that exist in their areas, develop a strategic plan, and address the needs.

The Strategic Prevention Framework has five key steps:

  1. Assess needs
  2. Build capacity to address those needs
  3. Plan strategically
  4. Implement an effective program
  5. Evaluate the outcome

  • Identify conditions that promote and/or hinder effective use of evidence-based programs
  • Provide support to the Division of Substance Abuse Services and community anti-drug coalitions to facilitate implementation of effective strategies
