Johnson City ITS Architecture

Overview

The Johnson City Regional Intelligent Transportation System (ITS) Architecture and Deployment Plan is a long‑range strategy for how ITS will be deployed, integrated, and operated across the Johnson City Region.

The plan helps stakeholders describe the desired long‑term system and break it into manageable projects that can be implemented over time as funding becomes available.

 

Purpose and Benefits

Interoperability and Resource Sharing

Developing a Regional ITS Architecture and Deployment Plan promotes interoperability among agencies, encourages resource sharing, and supports cohesive long‑range planning across the Region.

Federal Requirements

Completing and updating the plan is required by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) to use federal transportation funds for ITS projects in the Region.

 

Geographic Scope

The update to the Johnson City Regional ITS Architecture and Deployment Plan uses the same boundaries as the Johnson City Metropolitan Transportation Planning Organization (MTPO) Metropolitan Planning Area (MPA).

 

Regional Vision and Horizon Year

Stakeholders developed the plan based on a shared vision for implementing and operating ITS in the Johnson City Region through the year 2050.

 

Regional ITS Deployment Plan

The Architecture includes a Deployment Plan that identifies priority projects recommended by stakeholders. These projects advance the regional vision and are designed to be delivered in phases.

Priority Project Characteristics

  • Align with the regional ITS vision and goals
  • Support interoperability and data sharing between agencies
  • Are scalable and fundable in stages
  • Improve safety, mobility, and system efficiency

Stakeholder Engagement

The plan update was developed with significant input from local, state, and federal officials.

Methods Used

  • Two stakeholder workshops
  • Individual interviews with stakeholders to gather additional input
  • Distribution of draft reports to all stakeholders for review


Accuracy and Currency

The update reflects a current snapshot of existing ITS deployments and future ITS plans in the Region. Because needs and priorities change over time, the plan should be periodically reviewed and updated to remain effective.
