Planning Bureau

The Planning Bureau leads TDOT’s statewide multimodal, long-range, and organizational planning and strategic research efforts. It supports the Department by aligning planning processes, freight, rail, and passenger transportation initiatives, aeronautics programs, local and community transportation investments, and research to inform policy, funding decisions, and system performance. Housed within this bureau are the Aeronautics, Local Programs and Community Investments, Passenger Transportation, Rail & Freight, Planning, and Strategic Planning, Research & Innovation divisions.
