Region 3

As the TDOT Region 3 Director, Jay Norris provides executive leadership for Department operations across 26 counties of Middle Tennessee, including pre-construction engineering, highway maintenance and repair, construction engineering, traffic engineering and management, field operations, including bridge repair and inspection, floating maintenance, garage operations, and business office administration. He is also responsible for guiding project delivery and ensuring effective, efficient operational performance across the region.

Jay began his career with TDOT in 2001 as a Graduate Transportation Engineer and advanced through a variety of roles in both the Region 3 office and at TDOT Headquarters. His experience includes work in materials and testing, construction, and aeronautics. Jay previously served as the TDOT Director of Safety, Region 3 Assistant Supervisor for Maintenance and Special Projects, and as the Director of Aeronautics. He holds a Bachelor of Science in Civil and Environmental Engineering from Tennessee Technological University.
