The Construction Division is responsible for transitioning projects from the project development phase, into construction and through contract completion. The Division accomplishes this through five sections: Contract Letting & Administrative Support, Construction Resources, Construction Estimating, Utilities Estimating and Contract Services.
The Contract Letting & Administrative Support section manages the construction bid letting process through the creation of contract proposal books, establishment of contract completion dates, providing concurrence on bid letting proposals, and executing the final contracts through the awards process, serving as liaison between contractors and various Department staff, and assisting with electronic bidding; provides concurrence on bids for locally managed projects; participates in constructability reviews; and provides guidance on Contract Administration issues and change order negotiations.
The Construction Resources section establishes and maintains all State Specifications, Special Provisions, Circular Letters, and various standard guidance; collaborates with the Professional Services Division and Regional Offices in administering the Construction Engineering Inspection (CEI) program; collaborates with the Civil Rights Division on the Disadvantaged Business Enterprise (DBE) and On Job Training (OJT) programs; assists with the electronic bidding process; and supports the construction field offices through various e-Construction initiatives, Construction Management Systems (CMS) and training efforts.
The Construction Estimating section is responsible for producing preliminary estimates, the engineer’s estimate of cost, and notice to contractors while providing concurrence in award for all construction and maintenance projects let by the Department; reporting cost trend analyses annually; providing concurrence on locally managed projects to ensure TDOT bid letting and award policies and guidelines are followed; and maintaining records of estimates, bids, and average unit prices on TDOT projects.
The Utility Estimating section is responsible for producing utility relocation estimates for TDOT projects where utility relocations may be eligible for reimbursement based on Chapter 86, providing estimates that encompass the scope of work for a project and incorporate the cost of impacts that may occur due to changes in available resources and national market conditions, maintain records of actual relocation costs and average unit prices on TDOT projects, and analyze utility relocation cost trends.
The Contract Services section regulates the contractor pre-qualification process; supports the construction field offices and regions through reviewing and approving all subcontracts, participating in the contract closeout process, and advertising final notice to claims in the Tennessee press; and engages in bid lettings by processing all requests for bid authorization.
