The Construction Division is responsible for transitioning projects from the project development phase, into construction and through contract completion. The Division accomplishes this through two sections: Contract Administration and Pre-Construction & Estimation.

Contract Administration manages the construction bid letting process through the creation of contract proposal books, establishment of contract completion dates, providing concurrence on bid letting proposals, and executing the final contracts through the awards process, serving as liaison between contractors and various Department staff, collaborating with the Civil Rights Division on the Disadvantaged Business Enterprise (DBE) and On Job Training (OJT) programs, and assisting with electronic bidding; establishes and maintains all State Specifications, Special Provisions, Circular Letters, and various standard guidance; administers the Construction Engineering Inspection (CEI) program; provides concurrence on bids for locally managed projects; regulates the contractor pre-qualification process; schedules and oversees constructability reviews; provides guidance on Contract Administration issues and change order negotiations; and supports the construction field offices through various e-Construction initiatives and Construction Management Systems (CMS).

Estimating and Preconstruction is responsible for producing preliminary estimates, the engineer’s estimate of cost, notice to contractors and concurrence in award for all construction and maintenance projects let by TDOT; reporting cost trend analyses annually; providing concurrence on locally managed projects to ensure TDOT bid letting and award policies and guidelines are followed; and maintaining records of estimates, bids, and average unit prices on TDOT projects.
