Appeals Process - EFS Program

This process is for appeals to the Education Freedom Scholarship (EFS) Program only. No other appeals will be processed if submitted.

Applicants and Account Holder Appeals

Families may appeal the department’s decision to deny, suspend, or terminate a student’s participation in the EFS Program. If a family is appealing the decision for multiple children, a separate appeal form must be completed for each child.

Step 1 Appeal

The Step 1 Appeal form for application denial is available under the “Denied” status in the account holder’s portal account for 10 business days after the date of the emailed denial. Please login to your EFS account if you wish to appeal an application denial within this timeframe.

Step 2 Appeal

To file a Step 2 Appeal for an application denial, please complete the Step 2 Appeal Form and email it to EFS.Questions@tn.gov. The Step 2 Appeal Form must be submitted within 30 calendar days of the notice of denial of the Step 1 Appeal.
