Report Card Data

As a result of COVID-19 and subsequent school closures, achievement data from 2019-20 is not available, as the United States Department of Education and the Tennessee General Assembly waived the federal and state assessment and accountability requirements for the data from the 2019-20 school year. As a result, this year's Report Card will not include letter grades or rankings, and will have limited information.

Tennessee Educator Survey

The survey offers a pulse check on major state initiatives and provides actionable feedback for policymakers at the state, district, and school levels. The surveys are conducted in partnership with the Tennessee Education Research Alliance (TERA) at Vanderbilt University.

Profile & Demographic Information

The membership file provides enrollment information as of October 1 of the applicable school year. Enrollment information is available at the school level and is disaggregated by grade level, gender, and race/ethnicity.

School-level

The Profile files provide the district and school names (where appropriate), the number of students in each demographic classification as well as other pertinent data points about each district/school. Some enrollment figures may differ from Accountability, Achievement and Attendance files due to timing of data capture.

The School Directory provides the school names, school numbers, district names, district numbers, school addresses, and other school-related information in an excel document for public reference.

State Assessments

The accountability files provide student counts and proficiency-level breakdowns at the school, district, and state levels for ELA, Math, Science, and Social Studies classes. Grades and subjects are combined according to accountability business rules to arrive at the totals in these files. Results are suppressed where the number of students in the graduation cohort is less than 10 (this is denoted by a single asterisk *). In these files, suppression also occurs where any individual proficiency level is less than 1% or greater than 99% at the state and district level, or less than 5% or greater than 95% at the school level (this is denoted by two asterisks**).

Assessment data reflects participation rates, number of students tested, and proficiency-level percentages broken down by grade and student group. Interpretation of assessment data across years should reflect a consideration for variations in local context, district participation rates, statewide assessment context, as well as other data, as it becomes available. Important Notes:  

Per USED requirement, residential facility records shall be counted as "enrolled" but "not-tested" in the TCAP participation rate calculation. The 2022 state-level, district-level, and school-level assessment files are updated to reflect such change. 

Due to school closures and assessment waivers for 2019-20, fall 2019 school- and district-level EOC data are incomplete and incomparable to data from previous years. For 2020-21 spring TCAP administration, participation rates varied among districts and their student groups. 

As of October 14, 2024, the 2024 assessment data files have been updated to include Math EOC results.

The following file shows the percentage of students, by subject and grade, who take an alternate assessment - either MSAA or Alt Science/Social Studies.

Additional Data

This file provides average scores for each school on the six accountability indicators in Tennessee's ESSA plan. The file includes indicator scores for all schools as well as the indicator scores for specific student groups within the school. Overall indicator scores take into account the performance of all students as well as specific student groups. Indicator scores range from 0-4, with 4 being the highest. Schools will have a blank indicator score if they do not have enough data for that specific indicator. Possible reasons include but are not limited to schools having less than the 30 valid tests or only one year of data. This information is published through the Civil Rights Data Collection (CRDC). 

Starting with the 2015-16 data files, schools’ and districts’ average scores and percentages are calculated using the highest scores students earn in the three years preceding their graduation only for those students who are counted as graduates for a given school or district, depending on the file. Please note that in prior years the data reflected the most recent scores for students who were expected to graduate in a given year whether they graduated that year or not.

The Attendance and Graduation files provide the district and school names and numbers (where appropriate), the attendance rates, dropout rates and graduation rates.

Chronic absenteeism is defined as a student who is absent for 10 percent or more of the instructional days for which he or she is enrolled in a Tennessee public school or district. Chronic Absenteeism for the 2019-20 school year is calculated up to March 2, 2020, and students are indicated as chronically absent if they missed 10 percent or more instructional days up to that date. This was the final instructional calendar day in which all schools and districts were present prior to closings due to tornadoes and COVID-19. Absences are still calculated in proportion to the number of instructional days the student was enrolled. 2019-20 data are for informational purposes only, providing an opportunity for stakeholders to reflect on data from the 2019-20 school year. Due to the impacts of school closures during the pandemic, discipline data for the 2020-21 school year is incomparable to data from other years. Interpretation of the 2020-21 discipline data should be done with caution.

The WIDA ACCESS measures English learners' English language proficiency. Districts administer the assessment to all current English learners. Due to school closures, 2019-20 WIDA ACCESS data is limited and incomplete and cannot be meaningfully compared across districts or across time. Thus, there will be no public release of these data, as the United States Department of Education and the Tennessee General Assembly have waived the federal and state assessment and accountability reporting requirements for the data from the 2019-20 school year.  Districts received WIDA data on July 16.

The Graduation Cohort data displays the numerator, denominator, and graduation rates for all Tennessee public schools and districts, as well as the state as a whole. 

Results are suppressed where the number of valid test scores is less than 10 (this is denoted by a single asterisk *). In these files, suppression also occurs where any individual proficiency level is less than 1% or greater than 99% at the state and district level, or less than 5% or greater than 99% at the school level (this is denoted by two asterisks**). 

The annual Parent Involvement Survey is utilized to collect and report data on each district and public school's current level of practice addressing Tennessee's six parental involvement standards and the tools used to implement those standards. The survey is completed by a building principal or an appropriate designee for each public school and compiled and submitted to the department. The deadline for submission of the Parent Involvement Survey for 2017-18 was May 28, 2018.

2019-20 Ready Graduate data are lagged and reflect the 2018-19 cohort. These data were not impacted by 2020 school closures. These data are for informational purposes only, as the United States Department of Education and the Tennessee General Assembly have waived its use in accountability determinations.

The school operating models file displays the numbers of schools in the State providing each mode of instruction (i.e., fully remote or online-only instruction, both remote/online instruction and in-person instruction (hybrid model), and full-time in-person instruction).

The recipients indicated below are districts or schools that receive funds directly from TDOE for the purpose of school improvement, as authorized by Section 1003 of the Every Student Succeeds Act.

The Tennessee Value-Added Assessment System (TVAAS) measures the impact schools and teachers have on their students' academic progress. TVAAS measures student growth, not whether the student is proficient on the state assessment. TVAAS composites are scores that assess growth at the school level, based on student performance across all available subjects and grades on state assessments. For districts that opted to test students in grades K-2 when the K-2 assessment was available, those scores are also included in the TVAAS composite.

TVAAS composites are reported on a 1-5 scale and are one-year scores. Overall, TVAAS composite includes all available data from the K-2 assessment (SAT-10) and all applicable TCAP and EOC tests. The TVAAS literacy composite includes all literacy-focused tests included in the overall TVAAS composite. The TVAAS numeracy composite includes all numeracy-focused tests included in the overall TVAAS composite. Similarly, the social studies composites (first available in 2016) include all social studies tests. Please note that all 2016 TVAAS composites only include data from EOC assessments and, where applicable, data from the optional K-2 assessment.

Rules for Effectiveness Level Determination

Level 5, Most Effective: Significant evidence that the school's students made more progress than the Growth Standard (the school's index is 2 or greater).

Level 4, Above Average Effectiveness: Moderate evidence that the school's students made more progress than the Growth Standard (the school's index is between 1 and 2).

Level 3, Average Effectiveness: Evidence that the school's students made progress similar to the Growth Standard (the school's index is between -1 and 1).

Level 2, Approaching Average Effectiveness: Moderate evidence that the school's students made less progress than the Growth Standard (the school's index is between -2 and -1).

Level 1, Least Effective: Significant evidence that the school's students made less progress than the Growth Standard (the school's index is less than -2).

Note: When an index falls exactly on the boundary between two numbers, the higher growth level is assigned.

Education Savings Account TVAAS

Pursuant to T.C.A. § 49-6-2606, data from the Tennessee Comprehensive Assessment Program (TCAP) tests, or successor tests authorized by the Tennessee State Board of Education, that are annually administered to participating students in grades three through eleven (3-11) must be used to determine student achievement growth, as represented by the Tennessee Value-Added Assessment System (TVAAS) for schools participating in the Education Savings Account (ESA) program. Additionally, the department shall, in compliance with all state and federal student privacy laws, make the TVAAS score of each participating school publicly available on the department's website. This section contains TVAAS school-level composites for schools that participated in the ESA program in the reported year; the data are only available for schools with sufficient student data.
