The Program Development and Administration Division is responsible for developing and implementing TDOT's highway programs. The State Transportation Improvement Program (STIP) is compiled and administered through this division. The STIP contains a listing of all current and future highway improvement project phases across the State. Other responsibilities of the Division include generating and processing State and federal project allotments and funding authorizations and administering State and federal funds through the Federal Highway Administration used by local agencies for highway, safety and enhancement improvements.

The Program Development and Administration Division is comprised of three offices:

  • The Program Development and Scheduling Office is responsible for developing transportation programs and establishing project schedules.
  • The Local Programs Development Office is responsible for the coordination of various State and federal programs with local governments.
  • The Program Operations Office is responsible for establishing project funding authorizations and serves as the Liaison with the Federal Highway Administration.
