The Program Development and Administration Division is responsible for developing and implementing TDOT's highway programs. The State Transportation Improvement Program (eSTIP) is compiled and administered through this division. The eSTIP contains a listing of all current and future highway improvement project phases across the State. Other responsibilities of the Division include generating and processing State and federal project allotments and funding authorizations.

The Program Development and Administration Division is comprised of two offices:

• The Program Development and Scheduling Office is responsible for developing transportation programs and establishing project schedules.
• The Program Operations Office is responsible for establishing project funding authorizations and serves as the Liaison with the Federal Highway Administration.
