Tennessee Plant Optimization Program (TNPOP)

The Tennessee Plant Optimization Program (TNPOP), managed by the Tennessee Department of Environment and Conservation (TDEC) Division of Water Resources (DWR), is a no-cost initiative designed to assist water and wastewater treatment facilities in enhancing operational efficiency.

Through TNPOP, facilities gain access to expert guidance, specialized equipment, and educational resources aimed at optimizing energy consumption and improving nutrient removal processes. This collaborative effort empowers operators to implement sustainable practices that lead to cost savings and environmental benefits.

Why Participate in TNPOP?

Join with your peers, TDEC’s Division of Water Resources, and the Office of Sustainable Practices to pursue optimization of energy usage and nutrient output in your water and wastewater treatment facilities.

No-Cost Technical Assistance: TDEC experts provide on-site evaluations and guidance to help your facility improve performance—with no fees involved.

Equipment Loan Program: Access a variety of monitoring and optimization tools without needing to purchase them.

Cost Savings: Reduce operational costs through energy-efficient practices and optimized treatment processes—without expensive infrastructure upgrades.

Environmental Compliance & Nutrient Reduction: Meet permit requirements and improve effluent quality by lowering nutrient levels using proven strategies.

Collaborative Oversight Approach: Work side-by-side with TDEC staff in a cooperative, non-regulatory setting that builds trust and drives results.

TNPOP Academy

Access recorded webinars and presentations on key topics in plant and system optimization.
Subjects include energy efficiency, nutrient removal, and non-revenue water, with each module featuring a brief overview and recommended follow-up courses.

Case Studies

Review case studies from Tennessee water and wastewater systems that have participated in TDEC’s Energy Efficiency Partnership and Nutrient Optimization Program.
These examples illustrate the measurable improvements achievable through the strategies promoted in TNPOP.
