Description: TWRA has established numerous PHAs. A PHA is an area established for the protection of wildlife species and public use by both consumptive and non-consumptive users but is not intensively managed. PHAs are generally small and isolated from other TWRA-managed lands. General WMA Regulations also apply to PHAs. However, WMA Permits are not required on these lands. In Tennessee from fall through spring a large variety of hawks, sparrows, neotropical migrants, and, depending on water conditions, waterfowl, wading birds and shorebirds. Examples of some of the species known to exist: Sharp-shinned Hawk, Grass. Sparrow, Great Egret, Short-eared Owl, Stilt Sandpiper, Western Sandpiper, Chuck-will's-widow, Whip-poor-will, Brown Creeper, Northern Harrier, Yellow-billed Cuckoo, Eastern Wood-pewee, Prairie Warbler, Little Blue Heron, Least Flycatcher, Willow Flycatcher. Orchard Oriole, Loggerhead Shrike, R.h. Woodpecker, Kentucky Warbler, Prothonotary Warbler, Dickcissel, Winter Wren, Barn Owl, White-eyed Vireo. The majority of Tennessee's ducks and geese have been found here in winter, along with Bald Eagles
