Getting Started in NetDMR

Starting on August 19, 2024, EPA’s Central Data Exchange (CDX) login process will transition to using Login.gov for all user verification. When you log in to your NetDMR account after August 19, you will be prompted to create a new Login.gov account or log in to your existing Login.gov account, which will be merged with your existing NetDMR and CDX login information. Getting Started in NetDMR

There is no limit to how many users can be associated with a NPDES permit in NetDMR, but each user expecting to enter DMR data, view DMR data, and/or sign and submit DMRs must create and manage their own NetDMR account. When a user is no longer associated with the permit, they must notify a NetDMR administrator to revoke their access to the permit in NetDMR.

A user with the Permittee (signature) role must have signatory access to the permit before any other users can be granted access to the permit in NetDMR. Identity proofing is required for all users requesting the Permittee (signature) role during the CDX account registration process, and some signatories will need to be duly authorized by a responsible official before signing DMRs. For a complete definition of responsible official, please refer to 40 CFR section 122.22.

If a new user needs to edit, view, and sign and submit DMRs, they can follow the instructions to register for a Permittee (signature) account in EPA’s CDX website then request signatory access to a NPDES permit in NetDMR. After the signatory access request has been submitted, a NetDMR administrator will approve the request and email instructions for reporting DMRs in NetDMR. If a new user needs to edit and/or view DMRs but does NOT need to sign DMRs, they can follow the instructions to create a new Permittee (no signature) or Data Provider account in EPA’s CDX website then request edit and/or view access to a NPDES permit in NetDMR. Users with Permittee (no signature) or Data Provider roles will NOT be able to sign and submit DMRs in NetDMR.

If a user already has a NetDMR account but does not have access to a permit, they can sign in to their NetDMR account, click on their role, click Continue to NetDMR, then follow steps 8 through 10 to request access to the permit in NetDMR.
