NPDES Electronic Reporting Waiver

Starting on August 19, 2024, EPA’s Central Data Exchange (CDX) login process will transition to using Login.gov for all user verification. When you log in to your NetDMR account after August 19, you will be prompted to create a new Login.gov account or log in to your existing Login.gov account, which will be merged with your existing NetDMR and CDX login information. For NPDES permittees who are unable to meet the electronic reporting requirements, the rule provides flexibility for states to grant temporary or permanent waivers from electronic reporting. To obtain an electronic reporting waiver, permittees must first submit an electronic reporting waiver request by mail to:

Requests must be submitted at least 120 days prior to the date the requestor is required to begin reporting. Applying for a waiver does not guarantee approval. The waiver is not effective until receipt of written approval from the Division.
