Information for Registrants Interested in the Registered Inspector (RI) Program

State Regulations for Protection Against Radiation (SRPAR) 0400-20-10-.24(3)(d) offers registrants the option to use a private x-ray inspector to inspect their x-ray machines. Facilities that employ a registered inspector (RI) to inspect their x-ray machines are eligible to receive a reduced fee of 18% of the next year’s annual registration fee. There are four timelines that must be met for the RI inspection to qualify for the reduced fee.

Timelines

  1. For initial inspections, newly registered x-ray machines must be inspected within three (3) months of the date of possession.
  2. For subsequent inspections, x-ray machines must be inspected in a frequency tied to their class (e.g. Class I – every 4 years; Class II & V – every 2 years; Class III, IV, VI, & VII – annually) and in the same month or the following month as the previous inspection (a 2-month baseline period). For example, if a Class III x-ray machine is inspected in March 2026, it would be due for inspection again in March – April 2027.
  3. After an x-ray machine is inspected, the inspection must be submitted within 60 days of the inspection date to xray.registration@tn.gov.
  4. Any noncompliance issues found during the inspection must be resolved and proof submitted within 60 days of the inspection date.

Features of the RI Program

In addition, please note the following features of the RI program:

  • Only inspections performed by a RI approved by the Division of Radiological Health (DRH) may be used to qualify for the reduced fee.
  • The registrant must submit a satisfactory x-ray inspection, which includes a signed and dated certification of compliance as well as a facility checklist and inspection
    checklists for each x-ray unit inspected. Unsatisfactory submissions will not be accepted and will disqualify the registrant for the reduced fee.
  • Even x-ray machines that are not in use need to be inspected and the inspection noted on an inspection checklist. There is a checkbox on the inspection checklists to
    note if a unit is not being used.
  • The reduced fee is awarded on an all or nothing basis. If one machine on the registration fails to qualify for the reduced fee due to violating one of the above timelines, then all the x-ray machines will be charged for the standard fee on next year’s annual invoice. If a registrant decides to discontinue your use of a RI, they must inform DRH at least 90 days prior to the due date of your next inspection. This notice allows DRH to send out a state inspector to inspect x-ray machines before they become overdue. Per SRPAR 0400-20-10-.27(6), “Should the registrant fail to notify the Division within this time frame, a penalty consistent with T.C.A. § 68-202-212(b) may be assessed.” This civil penalty can be up to $5,000 per day.

To become a DRH-approved RI, the applicant must submit CN (Control Number)-0802 and documents that corroborate the experience and educational requirements listed in SRPAR 0400-20-10-.27(4)(d):

Formal Education or Certification (Plus) Experience
1. Bachelor's degree in a physical science or mathematics 4 years of applied health physics experience in a program with radiation safety problems similar to those in the program to be surveyed
2. Bachelor's degree in a physical science or a biological science with a physical science minor and 1 year of graduate work in health physics 3 years of applied health physics experience in a program with radiation safety problems similar to those in the program to be surveyed
3. Master's degree in health physics or radiological health 2 years of applied health physics experience in a program with radiation safety problems similar to those in the program to be surveyed
4. Doctor's degree in health physics or radiological health 1 year of applied health physics experience in a program with radiation safety problems similar to those in the program to be surveyed
5. Certification by the American Board of Health Physics or by the American Board of Radiology or be a Fellow, Canadian College of Physicists in Medicine 1 year of applied health physics experience in a program with radiation safety problems similar to those in the program to be surveyed
6. Two notarized letters of reference from persons registered to provide inspections for reduction in fees and meeting any of the above sets of criteria certifying to the individual's capabilities to perform the necessary inspections 5 years of applied health physics experience in a program with radiation safety problems similar to those in the program to be surveyed

The application package should be submitted to xray.registration@tn.gov. In addition, an application fee of $850 must be paid before the application is reviewed. After approval, an approval letter and the appropriate x-ray inspection checklists will be sent to you. The latest versions of the inspection checklists can also be found below. Please note that per SRPAR 0400-20-10-.24(3)(b) a $850 annual registration fee is also required for each year that an RI wishes to inspect x-ray machines. The RI annual registration fee invoices are typically sent out November 1 and are due by December 15.
