Martha Shirk has been the Executive Director of Human Resources for the Department of Children’s Services since November 2016.  In her role, Martha provides direction and oversight to critical human resources functions and processes which include performance management, employee relations, employee engagement, classification/compensation, transactions, and oversight of DCS’s Office of Civil Rights.  

Martha has more than 20 years of human resources experience in the private and public sectors.  She began with DCS in 2013, and prior to her appointment, she worked as a Field Services Human Resources Director serving as a strategic business partner to several DCS regions and the agency’s Youth Development Centers. 

Martha is a graduate of Tennessee Technological University and holds a Bachelor’s Degree in Business Administration with an emphasis in Human Resources and Labor Relations Management.  She also is a graduate of the Cornerstone Leadership Academy and is a member of the 2017 Alliance of LEAD Tennessee.
