Pre-Admission Screening and Resident Review (PASRR)
A pre-admission screening and resident review, commonly called a PASRR, is a comprehensive evaluation that ensures people who have been diagnosed with serious mental illness, intellectual, and/or developmental disabilities are able to live in the most independent settings while receiving the recommended care and interventions to improve their quality of life. Evaluating Eligibility
A PASRR evaluation is a federally-mandated assessment to determine whether a skilled nursing facility is the most appropriate place to live for individuals diagnosed with serious mental illness, intellectual disabilities or developmental disabilities. A PASRR screening is required for everyone applying to or residing in medicaid-certified nursing facilities, even individuals not receiving Medicaid benefits.
The PASRR Process
A PASRR screen determines medical eligibility and matches patients with the level of care and services they need in a nursing facility or home-based setting through Tennessee's CHOICES program.
Eligibility is assessed by TennCare and TDMHSAS through a comprehensive review.
Submitting a PASRR
A hospital, nursing facility, social worker, care management service provider, or Area Agency on Aging & Disability can submit a PASRR for any individual seeking admission to a medicaid-certified nursing facility.
