Tennessee Tri-Stars & Stripes Council Members
The Tri-Stars and Stripes Governor's Council consists of 13 appointed members representing various sectors committed to enhancing the lives of Service Members, Veterans, and Their Families (SMVF) across Tennessee. Established by Executive Order 102, this leadership team coordinates efforts among state agencies, private partners, and nonprofits to improve opportunities and resources for our military and veteran community.
The Council meets quarterly, as mandated by Executive Order 102, and operates through committees established by the Chair to address specific strategic priorities. Together, these dedicated individuals work to implement the Council's mission of making Tennessee the best state in the nation for Service Members, Veterans, and their Families to reside and thrive.

Commissioner Tommy Baker serves as the Chair of the Tennessee Tri-Stars and Stripes Governor’s Council and is the Commissioner of the Tennessee Department of Veterans Services (TDVS). A dedicated leader and advocate for Veterans, Commissioner Baker oversees statewide efforts to support Service Members, Veterans, and Their Families (SMVF). His leadership focuses on expanding access to benefits, improving coordination between state and federal agencies, and strengthening partnerships with Veteran organizations. With decades of experience in military service and public administration, he is committed to making Tennessee the best state for Veterans to live, work, and thrive.
