District 42 Captain Tim Sain Retires After 32 Years of Service

After an impressive 32-year career with the Agency, Capt. Tim Sain has retired. Capt. Sain began his journey in 1993 as a wildlife officer in Unicoi County, an area known for its rugged terrain and pristine waters within the Cherokee National Forest. He thrived in the mountains, often working late into the night to ensure compliance with wildlife laws. His dedication extended to patrolling lakes for boating under the influence (BUI) violations, showcasing his commitment to public safety on both land and water. One of the most remarkable moments in his early career was his involvement in a case that led to a lifetime hunting revocation for an individual involved in a fatal hunting incident.
In 1998, he was promoted to Wildlife Officer Supervisor in the Boating Division, serving as a Boating Accident Investigator in Davidson County. Tim anticipated the role of technology in law enforcement. He spearheaded the development of a more detailed citation, advocated for issuing cell phones and computers to officers, and created internal programs for evidence tracking, inventory, and data collection.
In 2000, Tim was promoted to Law Enforcement Supervisor of Area 43, relocating to Sullivan County. Following an Agency reorganization, he became District 42 Wildlife Captain in 2012, a position he held until retirement.
Lt. Col. Shelley Hammonds praised his legacy: “Capt. Tim Sain has been a steady and dependable presence throughout his career. He has consistently shown himself to be a team player, forward-thinking in his approach to challenges, and compassionate in his leadership. His contributions have strengthened our division and will continue to have a lasting impact.”
Capt. Sain received several honors during his career, including Region IV Wildlife Officer of the Year, USFWS Swift Water Rescue Team Appreciation (1996 Olympic Games), Co-Hunter Education Region IV Instructor of the Year, and Governor’s Task Force on Marijuana Eradication Certificate of Appreciation.
