Comprehensive Training Program

The Emergency Management Training Program ensures that professionals are equipped with the knowledge and skills needed to respond to and recover from disasters. The training cycle is continuous with a focus on capability and threat-based priorities identified through the Threat Hazard Identification Risk Assessment (THIRA) and the State Preparedness Review (SPR). This collaborative effort between TEMA and local governments addresses current and emerging training needs to support state and federal emergency management responsibilities.

The Comprehensive Training Program (CTP) Guidance outlines TEMA’s processes for managing the Tennessee Emergency Management Training Program, designed to develop, maintain, and improve capabilities for state and local emergency management, first responder organizations, and certain non-profits. This document identifies the processes necessary to request, enroll, and administer a course while highlighting roles and responsibilities.

TN Instructor Qualification System (TN-IQS) Program Guidance


The Tennessee Instructor Qualification System (TN-IQS) outlines the qualification process for all State Training Instructors in TEMA programs, ensuring consistent standards for certification and re-certification. It helps both new and current instructors verify their training and experience through the Instructor Task Book to gain formal certification.
