General Application Procedures

Step 1. Apply Online. Go to https://www.va.gov/education/how-to-apply/.

Step 2. After you apply online, the DVA will send you a Certificate of Eligibility (CoE) in the mail. Take the CoE to the DVA representative/School Certifying Official (SCO) at the educational institution you are attending, or your place of employment and submit it to the DVA Regional Processing Office (RPO) for processing.

Step 3. Verify Your Attendance. Students receiving Chapter 1606 or Chapter 30 (CH 33 will be included beginning 1 AUG 2021) must verify their attendance monthly.

What information will you ask me to verify? 
The VA will ask you to verify these 2 details about your enrollment:

  • Your credit hours or clock hours
  • The start and end dates of your enrollment for the month 


Other ways to verify your enrollment for Post-9/11 GI Bill benefits

By text

We’ll send you a text when you start your program. We’ll ask if you want to verify your enrollment by text. If you respond “yes,” we’ll send you a text every month asking you to verify your enrollment.

By email

If you choose not to get text messages or you don’t use texting, we’ll email you instead to verify your enrollment each month. We’ll send a message to the email address we have in our records for you.

Online

You can verify your enrollment through Ask VA. In your message, be sure to include the dates of your enrollment in school or training. https://ask.va.gov/

By phone 

Call us at 888-442-4551 (TTY: 711). We’re here Monday through Friday, 8:00 a.m. to 7:00 p.m. ET.

  • Important! If you are asked for a copy of your Notice of Basic Eligibility (NOBE), you will find a copy in your iPERMS record. If a copy of your NOBE is not located in your iPERMS record, contact your State GI Bill Manager or Education Services Officer (ESO).

Note: Non-Prior Service applicants enlisting under the OCS and ROTC enlistment option will not be entitled to receive the benefit until the day after the completion of BOLC. Officers/Officer Candidates should contact their State GI Bill Manager to verify their eligibility.
