Sullivan County SchoolsAs Tennessee continues to strengthen key reform efforts to ensure improved academic outcomes for all children throughout the state, quality of instruction remains the “single greatest determinant of learning." To that end, the Sullivan County Department of Education concentrates effort, resources, and focus on instruction as evidenced by Goal 1 of the Board of Education's strategic plan: “Sullivan County will demonstrate sustained growth in student achievement.”

Roles and Responsibilities
After five years of refinement to roles and responsibilities, Sullivan County's teacher leaders applied and were selected for specific roles in the following content bands: English language arts, math, science, social studies, RTI2, and CTE/ACT/EPSO. Any professional staff member could apply and was considered, therefore not limiting these roles to those teachers assigned to the specific content. Sullivan County builds the capacity of all teacher leaders to be successful in their roles with training, follow-up support, and collaboration with other teacher leaders.
Cost and Sustainability
In Sullivan County, the teacher leader model is funded by the state differentiated pay allocation at a total cost of $160,000. From that figure, 106 Teacher Leaders are paid a stipend of $1,500 to fulfill teacher leader responsibilities within the school building as described in the model.
