Getting Started in NetDMR

Attention TMSP Permittees: Beginning on July 1, 2025, all Tennessee Stormwater Multi-Sector General Permit for Industrial Activities (TMSP) permittees are required to electronically submit annual stormwater Discharge Monitoring Reports (DMRs) through NetDMR. NetDMR is an electronic reporting website that allows National Pollutant Discharge Elimination System (NPDES) permit holders to electronically submit Discharge Monitoring Reports (DMRs).

The goal of NetDMR is to save time and resources for permittees and regulatory agencies, improve the accuracy, transparency, and completeness of reported NPDES data, and maintain compliance with the US Environmental Protection Agency (EPA)’s NPDES Electronic Reporting Rule.

At least one NPDES permit holder for each NPDES permit with DMR requirements must register for electronic reporting in NetDMR.

There is no restriction on the number of users that can be associated with a NPDES permit in NetDMR, but each user expecting to enter, view, or sign and submit DMRs must create and manage their own NetDMR account. When a user is no longer associated with the permit, they must notify a NetDMR administrator to revoke their permit access in NetDMR.

A permit signatory must complete their NetDMR account registration before any other users can be granted edit or view access to the permit in NetDMR. Identity proofing is required for all responsible officials or duly authorized representatives requesting the Permittee (signature) role during the CDX account registration process. NetDMR is a program service within the US EPA’s Central Data Exchange (CDX) electronic reporting website. Users must create an account in CDX before they can request access to a NPDES permit in the Tennessee Department of Environment and Conservation’s NetDMR program service.

During the CDX registration process, users must select a CDX role for the Tennessee Department of Environment and Conservation’s NetDMR program service. A user’s CDX user role will determine their available permit access rights (e.g., edit, view, permit administrator, and signatory) in NetDMR.   • After a user finishes their CDX account registration, they will not be able to electronically report DMRs in NetDMR until they are granted access to their NPDES permit in NetDMR. Quick Guides for New Account Registration

If a new user needs to sign and submit DMRs, they should create a CDX account with the Permittee (signature) role then request signatory access to their permit in NetDMR: How to Register for a New Account with Signatory Access in NetDMR (Quick Guide).

If a new user needs to edit or view DMRs (but does not need to sign DMRs), they should create a CDX account with the Permittee (no signature) or Data Provider role then request edit or view access to their permit in NetDMR: How to Register for a New Account with Edit or View Access in NetDMR (Quick Guide) .

After a user has an active CDX account, they can complete their account registration in the Tennessee Department of Environment and Conservation’s NetDMR program service by requesting edit, view, permit administrator, or signatory access to their NPDES permit(s) in NetDMR. Signatory Access

If a user needs to sign and submit DMRs, they can request signatory access to permits in NetDMR with the Permittee (signature) role: How to Request Signatory Access to a Permit in NetDMR (with Pictures).

  • Users with signatory access to a permit in NetDMR are also automatically granted view, edit, and permit administrator access rights.
  • After a signatory access request has been submitted in NetDMR, a NetDMR regulatory administrator will approve the request and email instructions for reporting DMRs in NetDMR. NetDMR reporting instructions are also posted on DWR’s NetDMR User Guides webpage.

If a user with the Permittee (signature) role in CDX already has an active NetDMR account but needs signatory access to an additional permit in NetDMR, refer to How to Request Signatory Access to a Permit in NetDMR (Quick Guide).

Edit and View Access

If a user needs to edit or view DMRs, they can request edit or view access to permits in NetDMR with the Permittee (signature), Permittee (no signature), or Data Provider roles: How to Request Edit or View Access to a Permit in NetDMR (with Pictures).

  • Users with the Permittee (no signature) or Data Provider roles cannot request access to sign and submit DMRs in NetDMR. Only users with the Permittee (signature) role can sign and submit DMRs in NetDMR.
  • Users with the Permittee (signature) or Permittee (no signature) roles in CDX can also request Permit Administrator access to permits in NetDMR, which grants them the ability to view other users associated with the permit and approve other users’ view, edit, and permit administrator access rights to the permit in NetDMR.
  • After an edit, view, or permit administrator access request has been submitted in NetDMR, a user with permit signatory or permit administrator access to the permit in NetDMR can approve the request from the Pending Access Requests on their NetDMR homepage.

If a user with a Permittee (signature), Permittee (no signature), or Data Provider role in CDX already has an active NetDMR account but needs edit or view access to an additional permit in NetDMR, refer to How to Request Edit or View Access to a Permit in NetDMR (Quick Guide)
