Certificate of Need
The Tennessee Health Facilities Commission is responsible for regulating the health care industry in Tennessee through the Certificate of Need Program. A Certificate of Need ("CON") is a permit for the establishment or modification of a health care institution, facility or service at a designated location.
Applications are reviewed according to the following three criteria:
1. Need
2. Provide Health Care that meets appropriate Quality Standards
3. Consumer Advantage Attributed to Competition
Applicants in the process of filing an application with the Tennessee Health Facilities Commission may contact HFC staff for a pre-filing conference. Conferences may be held in person or via telephone any business day, 8:00 am through 4:30 pm (Central Time). Please contact Director of Certificate of Need Program, Phillip Earhart at phillip.m.earhart@tn.gov or call 615-741-2364 to set up an appointment.Please visit HFC FORMS (in the website header) for all the necessary forms you will need to file an application. The Letter of Intent (LOI) and Publication of Intent (POI) forms contain certain required information, please use the forms to ensure your publication is correct.
