The Division of Health Planning guides the Department in its development of programs and policies, and the allocation resources, devoted to addressing the healthcare needs of Tennesseans and encouraging the continued development of the state's healthcare industry.Healthy People, Healthy Communities, Health Tennessee
TDH's Division of Planning is responsible for creating the State Health Plan, which guides the Department in the development of programs and policies, and the allocation of resources, to benefit public health in the State of Tennessee.
The State Health Plan is guided by statute (Public Chapter 0942, 2004), evaluated and updated annually, and based on the principals of:
- Every citizen should have reasonable access to emergency and primary care;
- The state's healthcare resources should be developed to address the needs of Tennesseans while encouraging competitive markets, economic efficiencies, and the continued development of the state's healthcare industry;
- Every citizen should have confidence that the quality of health care is continually monitored and standards are adhered to by healthcare providers; and
- The state should support the recruitment and retention of a sufficient and quality healthcare workforce.
In collaboration with the Department's Data Governance section, the Division facilitates the collection of Joint Annual Reports of licensed health facilities in Tennessee, with information about locations, services provided, and financial indicators.
The Division further has oversight of the Certification of Public Advantage for the Department to ensure the merger of Mountain States Health Alliance and Wellmont Health System, to create Ballad Health, serves as a benefit to the residents of Northeast Tennessee.

The State Health Plan
Tennessee's State Health Plan contemplates the factors that determine health, considers the resources that can be utilized to improve health, and coordinates the people who lead the way in making Tennessee healthier. The current State Health Plan seeks to provide a pathway, from 2024 to 2026, for achieving the Department’s vision: Healthy People, Healthy Communities, Healthy Tennessee.

State of Health Report
As outlined in statute, the State Health Plan must “review the health status of Tennesseans” while “assessing health resources and outcomes.”
Guided by subject matter expert meetings and the Department’s Vision, “Healthy People, Healthy Communities, Healthy Tennessee,” the State of Health report assesses the health status of Tennesseans across the four areas of the State Health Plan Framework: A Healthy Start, A Healthy Life, a Healthy Environment, and a Healthy System of Care.
In total, the report considers over 100 metrics to assess the State of Health in Tennessee. The data below is used to craft informed and actionable recommendations housed within the State Health Plan.
