Imagine a professional sports team that is not passionate about winning. They don't care about strategy. They aren't concerned about how well the season goes. They only pursue average. They are NOT a winning team.
The Tennessee Government Leadership Council (TGLC) is passionate about winning. Passion for the goal, mission, and purpose of the group is critical to success. We care about strategy. We pursue excellence. We provide strategic guidance in development for leaders, and we are passionate about achieving our goal of leadership development at every level of Tennessee State Government.
The council has alumni leaders from LEAD Tennessee, TGMI, and TGEI. All members of the TGLC are champions for leadership excellence, and dedicated to the council's mission. They know it takes a strong, passionate team to win.
2025 Executive Members

Seannalyn Brandmeir
Chair
Seannalyn is the Deputy General Counsel of the Contracts Unit in the Office of General Counsel, Division of TennCare for the State of Tennessee.
In her role, Ms. Brandmeir provides legal advice and guidance for issues involving TennCare procurements and contracts. She, with the help of her team, also represents the agency during contract negotiations, bid protests, and key stakeholder meetings.
She is a member of the ABA Section of Public Contract Law serving as the State and Local committee co-chair. She currently serves as the board chair for the Bethlehem Centers of Nashville and the Nashville Education, Community, and Arts Television (NECAT).
Ms. Brandmeir earned her J.D. from Nashville School of Law and received her B.S. in Communications from the University of Tennessee, Knoxville.

David Elola
Vice President
David is the Director of Statewide Training with the Tennessee Corrections Institute. He began his career in civilian law enforcement with the Dickson County Sheriff’s Office. David joined Team TCI in 2020 and was promoted to current role in September 2022. Simultaneously, David has served in the United States Army Reserves as a Military Police Officer, in a variety of roles, since 2010. He currently holds the rank of Master Sergeant (E8), and is the Director of Instruction and interim Operations Sergeant Major for the 2-100th MP BN.
David holds a Bachelor of Science in Criminal Justice, a Masters of Science in Criminal Justice with a focus on criminology, instructor certifications for multiple disciplines, and is one of less than one hundred Master Army Instructors to ever exist.
David’s passion is advancing leadership initiatives across the state and country. He enjoys sharing knowledge and experience with others and considers himself a lifelong student and learner.

Stacy Yancy
Treasurer
Stacy currently serves as the Memphis Regional Supervisor in Revenue’s Taxpayer Services division. She joined the Department in 2019, bringing with her years of experience in account management, customer relations/service and leadership.
Along with other certifications & skill developments, Stacy holds a Bachelor of Science degree in “Business Management”. Throughout 2019, Stacy became a superior in communicating and staying customer focused, while exemplifying patience & flexibility with taxpayers to ensure they are educated to remain in compliance with the TN state tax law.
In 2020, she became Region Supervisor of the Taxpayer Service Division. Stacy graduated RLA in 2021 and joined TGL Council in 2024 currently serving as Treasurer.
She serves on the Engagement Committee at Department of Revenue with a focus to enhance employee engagement and create a positive workplace community.

Jennifer Matthews
Secretary
Jennifer Matthews is TennCare’s Learning System Administrator and brings over 15 years of state service to her role. She is responsible for ensuring compliance with federal and state training requirements and plays a key role in supporting employee development initiatives. Jennifer holds a bachelor’s degree in History from the University of the South and a master’s in Education from the University of Tennessee. She is currently enrolled in the Education for Ministry program with the University of the South and a doctorate in Learning and Leadership from the University of Tennessee.
She lives in East Tennessee with her family and their three dogs - Snow, Finnick, and Maggie. She is a proud mother of a daughter, Rachel, who will attend the University of the South this fall. In her spare time, she enjoys volunteering at church, reading, and crocheting.

Alaina Turner
Past Chair
Alaina Turner has been with the Tennessee Department of Revenue since 2016, currently serving as the Director of the Taxpayer Services Division. Before beginning her career in state government, she spent 15 years in business management in the private sector, including owning a business. Alaina values elevating customer experience, sustaining strong employee engagement, focusing on raising metrics, and improving process efficiency.
Alaina is a 2017 graduate of TGMI, a 2018 graduate from RLA, and a 2023 graduate of TGEI. She served five years on the TGMI Steering Committee and is currently serving as a member-at-large on the TGEI Steering Committee. Shis is also the past chair of the Tennessee Government Leadership Council.
Alaina earned her bachelor’s degree in business administration with an emphasis in marketing from the University of Mississippi. She currently lives in Middle Tennessee and has a six-month-old son.
