Populations with Barriers to Employment
Determination by income level alone is determined by the higher of the 100% the federal poverty level or 70% of the Lower Level Standard Income Level (LLSIL). Currently, the Federal poverty level is higher than the LLSIL’s applicable in Tennessee. Therefore, the controlling guidelines are:
