What is the State Building Commission? In 1955, the Legislature created the State Building Commission (SBC) to oversee construction of all State public buildings (T.C.A. § 4-15-101 et seq.). The SBC's responsibility has been expanded to include authority over most State construction and demolition projects and the acquisition and disposal of State lands (in fee, easement or by lease). SBC is overseen by the Office of the State Architect. THEC’s capital policy team attends all SBC meetings and works closely with the commission and the Office of the State Architect. What is a Capital Master Plan? A Campus Master Plan is a 1-2 year long process that occurs every 10 years for each institution. Creating a campus master plan requires dozens of meetings with faculty and staff, hiring professional consultants and institutions plans for their facilities for the next decade.
What is PFIS? PFIS stands for Physical Facilities Inventory & Survey. PFIS holds information from all THEC and TBR institutions on what buildings are on each campus, their condition and their age. PFIS is primarily used to monitor how buildings age and the conditions of campuses. For more information, please visit Project Management Resources.
What is PITS? PITS stands for Project Information and Tracking System. PITS is used for new projects, renovations and demolitions to track progress from each institution. For more information, please visit Project Management Resources.
