Operating Budgets

The Fiscal Policy team, in partnership with the Strategic Management Data Solutions team, maintains an Institutional Finance Data System (IFDS) that is used to collect institutional finance data from the state's public universities and colleges. Pursuant to the General Appropriations Act, THEC is responsible for the collection and review of operating budgets for all higher education governing boards. Following THEC review, operating budgets will be forwarded with comments to the Commissioner of Finance and Administration and the Legislative Budget Office.
