Hazard Mitigation Grant Program

The Hazard Mitigation Grant Program (HMGP) is a federal grant program that becomes available through approved hazard mitigation funds from a presidential major disaster declaration. This program provides funding for long-term measures that reduce the risk of future damage, loss, hardship, or suffering caused by natural hazards. In Tennessee, TEMA administers HMGP and supports applicants through guidance, coordination, and technical assistance. 

What HMGP Can Support

The Hazard Mitigation Grant Program may support activities and projects that reduce long-term disaster risk and future losses. Depending on eligibility and program requirements, this may include, but is not limited to:

  • Structure elevations
  • Drainage and culvert improvements
  • Slope stabilization
  • Infrastructure protection
  • Storm-water projects
  • Warning sirens
  • Earthquake retrofits
  • Mitigation plan updates
  • Weather radios and other public warning tools

This program is not intended to fund repairs, replacements, or deferred maintenance activities. 

Eligibility Requirements

Funding is available to communities across the state that meet sub-applicant and eligibility requirements. To determine whether a specific progject is eligible for a hazard migitation grant, potential applicants should complete the interest form and someone from our team will reach out to you directly to discuss your project. 

How to Apply for HMGP

To apply for this grant funding, eligible applicants should coordinate with TEMA early to discuss project ideas, application requirements, and current funding availability. Once it has been determined that your project is eligible, you will complete the necessary application and forms through EM Grants, TEMA's grant portal. 

Application Process

 

Anyone who is interested in applying for a Hazard Mitigation Grant, should first submit a Statement of Interest to provide initial information about the proposed project. 

Note: HMGP funding is only available when there is an open funding opportunity.

After completing the Statement of Interest form, a TEMA Mitigation Specialist will contact the interested applicant to discuss the project and review initial eligibility. If the project is determined initially eligible, TEMA will provide an application packet with the required forms and supporting documentation needed to apply.

Applicants should complete and submit the application through EM Grants, TEMA's grant portal. All resources for the application process can be found in the portal.

TEMA will review submitted applications before forwarding selected applications to FEMA for review. Applicants may be asked to provide additional information during the review process.
