Course Description

The goal of this 1-day professional development course is to provide federal, state, and loca-level emergency responders with an overview of key duties and responsibilities of the Staging Area Manager (STAM) in a Type III All-Hazards Incident Management Team (AHIMT).

The learner must achieve a minimum passing score of 75% on final knowledge assessments or demonstrate mastery on performance assessments or research assignments to earn credit.

Selection Criteria

This Staging Area Manager training should be completed by personnel who will be required to gain a certificate of training and the credentials to function in an ICS organization, such as an AHIMT, as a member of Command, General Staff, a Unit, or as the Staging Area Manager.  These criteria will be verified and prioritized as part of the course rostering process, with priority seating given to state-level AHIMT or EMST members. *Rostered Operations Section personnel are all highly encouraged to register for this course.

Course Objectives

• To understand the role, responsibilities, and expectations of the STAM
• To recognize the importance of leadership in support of this position
• To recognize the tools, processes, and procedures available to support staging area management
• To understand how to coordinate communications with the Incident Command System or the Incident Management Team
• To understand how to establish resource tracking and a resource briefing system
• To understand the coordination requirements of each unit in the Logistics Section
• To demonstrate the ability to order resources
• To understand the importance of effective staging layout and functionality
• To understand the importance of flexibility and adaptability to facilitate a high-functioning staging operation in a challenging environment
• To understand the importance and value of prioritizing staging are logistical needs (restrooms, storage, parking, security, etc.)
• To understand the importance of ground support coordination and vehicle/equipment inspections (arrival and demobilization)
• To discuss safe fuel storage and refueling operations
• To understand the importance of timely and accurate documentation, the coordination requirements and expectations of the STAM, and how to facilitate documentation transfer to the Finance Section, and its value to the local community
• To understand the importance of proper demobilization and documentation of that demobilization
• To understand all requirements and expectations for demobilization, including clean-up, collection, return trip planning, and the development of a close-out package
