L0969 All-Hazards Communication Unit Leader (COML)

TEMA COMMUNICATIONS will be hosting a FEMA Communications Leader (COML) L0969 class May 16-19, 2023. This class will be at the TEMA State Emergency Operations Center (SEOC) in Nashville . Classes will start at 9:00 AM the first day and 8:00 AM the other three days. Classes will end about 4:30 PM. The class size will be no more than 30 students. There will be a break for lunch (not provided) each day. Please fill out the information below to sign-up for this class. This roster will close on May 10, 2023, or when the class registration meets the maximum number of students.

Course Objectives:

• Identify the functions of the Communications Unit and the duties and responsibilities of the COML.

• Arrive at an all-hazards incident properly equipped, gather information to assess the assignment, and begin initial planning activities of a COML.

• Plan, staff, manage, and demobilize the Communications Unit in a safe and effective manner to meet the needs of the incident.

Prerequisites include:

A. A public safety communications background or duties with exposure to field operations and communications; this experience will be validated by the authority who supervises the applicant in the course application that will be emailed after this initial sign-up.

B. Fundamental public safety communications technology, supervisory, and personnel management skills. These include, but are not limited to:
• Knowledge of local and regional communication systems
• Frequencies and spectrum
• Technologies
• Knowledge of local topography
• Knowledge of system site locations including knowledge of local, regional, and state communications plans, and knowledge of local and regional Tactical Interoperable Communications Plans, if available

C. The applicant is REQUIRED to have completed the following before class:
ICS-100.c, ICS-200.c, ICS 700.b, ICS 800.d, and ICS-300.

Each student must bring a laptop and a USB 16 GB thumb drive. The course material will be copied to the thumb drive. Students attending this course will be responsible for their own expense (travel, hotel, meals, and other expenses). There is no reimbursement from TEMA.
