Contract Development

The (TDOT) Planning Division administers a variety of federally funded grants that support transportation planning, research, and other special initiatives.  The Program Development Office oversees the development, execution, and compliance of these grants in accordance with the State of Tennessee's policies and the Federal Highway Administration (FHWA) requirements. 

Grant and Contract Development
 
A format grant contract is prepared for each:
 Rural and Metropolitan Planning Organization (RPO/MPO) agreement
 Approved research or planning proposal
 Other special projects funded through TDOT grant programs

Each contract must comply with applicable state procurement regulations, federal grant requirements, and State of Tennessee Finance and Administration guidelines.  This includes adhering to legal, financial, and administrative standards designed to ensure accountability and proper use of public funds.

The Program Development Office serves as the primary liaison between TDOT project sponsors or planners and the grantee organization.  This role includes:
 Coordinate contract language and requirements
 Ensure budget accuracy and eligibility of expenses
 Facilitating the review and approval process
 Guiding grantees through compliance and reporting requirements 
 Streamlining the execution process to meet program timelines
