International Registration Plan
The International Registration Plan (IRP) is an agreement among states of the U.S., the District of Columbia and provinces of Canada providing for payment of commercial motor carrier registration fees. To operate in multiple states or provinces, motor carriers must register in their base jurisdiction (state or province).
Unified Carrier Registration/Intrastate Authority
If you operate a truck or bus in interstate or international commerce, the federal Unified Carrier Registration Agreement (UCR) applies to your business. The Unified Carrier Registration (UCR) Plan and Agreement are part of a Federally-mandated, State-administered program that went into effect September 10, 2007. The fees are based on fleet size.
