The Tennessee Department of Environment and Conservation (TDEC), Division of Land Protection (DLP) Waste Management Branch (WMB), has issued a permit major modification to Caraway Hills Landfill, LLC. The facility, identified as Caraway Hills South Class III Landfill (DML270000051), is located in Gibson County at 128 Gold Medal Road, Milan, Tennessee.

This permit would allow construction, operation, closure, and post-closure care of the Class III disposal facility for the disposal of farming wastes, landscaping and land clearing wastes, construction/demolition waste, shredded automotive tires, and/or certain wastes having similar characteristics and approved in writing by TDEC. No hazardous wastes, as regulated by the Tennessee Hazardous Waste Management Act (Tennessee Code Annotated, Section 68-212-101, et. seq.) and the Rules adopted pursuant to the Act, shall be accepted for disposal at this facility.

The WMB made the draft of this permit available for review during a 45-day public comment period which ended on August 28, 2026. The WMB received no oral or written comments during the above-mentioned public comment period.

Environmental Resource Holdings, LLC, corporate successor to Occidental Chemical Corporation, has taken ownership of the existing Occidental Chemical Corporation Class II landfill. The Class II disposal facility is in post-closure care and located at 970 Santa Fe Pike, Columbia, TN 38401 (latitude 35.649007/longitude -87.049405). The Tennessee Department of Environment and Conservation’s (TDEC), Division of Land Protection – Waste Management Branch (DLP-WMB) approved a change in the identity of the owner for the Class II landfill, pursuant to Rule 0400-11-01-.02(6)(a) of Tennessee's Solid Waste Program Processing and Disposal Regulations. As part of this transfer of ownership identity, the facility name has not changed. The identity of the operator has changed from Occidental Chemical Corporation to Environmental Resource Holdings, LLC. The final decision to issue the permit modification was made on Thursday, June 9, 2026.

The Tennessee Department of Environment and Conservation (TDEC), Division of Land Protection (DLP) - Waste Management Branch (WMB), has issued a permit major modification to the City of Memphis. The Tier II compost facility, identified as Earth Complex Composting and Recycling Center (CMP790000011), is located in Shelby County at 2389 Hennington Avenue, Memphis, Tennessee (latitude 35.064473 N/longitude -90.14416 W).

This permit would allow for expansion and continuance of construction, operation, and closure of the Tier II composting facility for waste materials classified as ground yard waste from commercial landscapers, the general public, and public works organizations, as well as pre-consumer and post-consumer food waste originating from residential, commercial, and industrial sources, including, but not limited to, homes, restaurants, produce packing, animal processing, and grocery stores, and/or certain wastes having similar characteristics and approved in writing by TDEC. This major modification specifically allows compost operations to extend onto two adjacent parcels adding the potential for 9.2 acres of additional operational area. No hazardous wastes, as regulated by the Tennessee Hazardous Waste Management Act (Tennessee Code Annotated, Section 68-212-101, et. seq.) and the Rules adopted pursuant to the Act, shall be accepted for disposal at this facility. On February 23, 2026, K&B Tennessee Holdings, LLC took over operational control of GrafTech Advanced Graphite Materials, LLC Class II disposal facility at 791 Santa Fe Pike, Columbia, TN 38401 (latitude 35.6381/longitude -87.0578). GrafTech Advanced Graphite Materials, LLC will continue as the permit holder. The Tennessee Department of Environment and Conservation (TDEC) approves the change for the Class II landfill, pursuant to Rule 0400-11-01-.02(6)(a) of Tennessee's Solid Waste Program Processing and Disposal Regulations as a minor permit modification to the permit for the GrafTech Advanced Graphite Materials, LLC Class II Landfill (IDL600000047).

This permit allows construction, operation, closure, and post-closure care of the Class III disposal facility for the disposal of farming wastes, landscaping and land clearing wastes, construction/demolition waste, shredded automotive tires, and/or certain wastes having similar characteristics and approved in writing by TDEC. No hazardous wastes, as regulated by the Tennessee Hazardous Waste Management Act (Tennessee Code Annotated, Section 68-212-101, et. seq.) and the Rules adopted pursuant to the Act, shall be accepted for disposal at this facility.

The Commissioner of the Tennessee Department of Environment and Conservation (TDEC), after a 45-day comment period ending on Wednesday, January 15, 2025, terminated the solid waste disposal facility permit issued to Gateway View, LLC. The facility, identified as Gateway View, LLC Class II Landfill (IDL330000102), is located in Hamilton County, adjacent to and to the north of 2701 Chestnut Street, Chattanooga, Tennessee (latitude 35.034014/longitude -85.323659).

The Tennessee Department of Environment and Conservation (TDEC) has issued a permit major modification to Knoxville Landfills, LLC. The facility, identified as Poplar View Class III Landfill (DML470000057), is located in Knox County at 1730 McMillan Station Road, Knoxville, Tennessee (latitude 36.04703 N/longitude -83.80235 W).

This permit would allow construction, operation, closure, and post-closure care of the Class III disposal facility for the disposal of farming wastes, landscaping and land clearing wastes, construction/demolition waste, shredded automotive tires, and/or certain wastes having similar characteristics and approved in writing by TDEC. No hazardous wastes, as regulated by the Tennessee Hazardous Waste Management Act (Tennessee Code Annotated, Section 68-212-101, et. seq.) and the Rules adopted pursuant to the Act, shall be accepted for disposal at this facility.

The Tennessee Department of Environment and Conservation (TDEC) has issued a permit major modification to the City of Lawrenceburg. The facility, identified as the Lawrenceburg Class III Demolition Landfill (DML500000024), is located in Lawrence County on Grinnell Road, Lawrenceburg, Tennessee (Latitude 35.2054 N/Longitude -87.3827 W). This major modification will result in the reshaping of the existing sediment pond, construction of modified perimeter ditches and other drainage features, and the subsequent addition of final cover to close the landfill. This modification does not add additional air space or capacity to this landfill.

This permit would allow closure and post-closure care of the Class III disposal facility for the disposal of farming wastes, landscaping and land clearing wastes, construction/demolition waste, shredded automotive tires, and/or certain wastes having similar characteristics and approved in writing by TDEC. No hazardous wastes, as regulated by the Tennessee Hazardous Waste Management Act (Tennessee Code Annotated, Section 68-212-101, et. seq.) and the Rules adopted pursuant to the Act, shall be accepted for disposal at this facility.
